Description
This a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NCNS1000-11-02743 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The applicable North American Industry Classification Code (NAICS) is 335999 and the Small Business Size Standard is 500 Employees. The U.S. Department of Commerce (DOC), National Oceanographic and Atmospheric Administration (NOAA), National Ocean Service (NOS), specifically the National Centers for Coastal Ocean Science (NCCOS), Center for Coastal Monitoring and Assessment (CCMA) has been conducting integrated coral reef mapping and monitoring studies in U.S. coral reef ecosystems to support targeted living marine resource research and management needs and requires the following "brand name or equal" acoustic receivers and transmitters for acoustic fish tracking: CLIN 0001 - Qty. 26 - VR2-Delrin (black case) trade-in for upgrade to VR2W Coded Acoustic Receiver (69KHz) with Bluetooth Code Map-112; CLIN 0002 - Qty 1 - VR2W Coded Acoustic Receiver (69KHz) Bluetooth; CLIN 0003 - Qty 55 - VRs Tadiran Lithium Metal Battery (TL-5930/F (D cell); CLIN 0004 - Qty 1 - Handling Fee for Lithium Metal Batteries; CLIN 0005 - Qty 1 - Freight Charges. Delivery of products shall be no longer than 60 days from receipt of order. Offerors proposing to furnish ‘equal' products shall insert the following description for the product: Bidding On: Manufacturer's Name: Address: Product make, model and Catalogue Description: Price: Offerors shall be responsible for submitting all additional information on the above service necessary for the Government to determine whether it meets the salient specifications of the "brand name" as listed in the solicitation. The resulting purchase order shall be a firm fixed price order. The award shall be made on a best value basis. Best value will be determined based on the vendor that best meet the technical requirements and then price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-51. The provisions and clauses may be downloaded at http://arnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All responsible sources that can meet the requirements and provide the items as outlined above may respond to this solicitation by submitting a proposal addressed to Sandra.K.Souders@noaa.gov, to be received no later than June 2, 2011 at 1:00 pm local time.
