Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-50 dated 5/16/2011. The Export-Import Bank of the United States intends a sole source award for aggregate international publications reporting from Internet Securities Inc., ISI Emerging Markets database. The award will be for a base year valued at approximately $41,000.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Export-Import (Ex-Im) Bank of the United States' Research Library has a requirement to purchase news, financials, and premium reports on emerging markets from Internet Securities, Inc., which pulls company and industry data from more than 80 emerging markets in Asia, Latin America, Central and Eastern Europe, the Middle East and Africa. Internet Securities' ISI Emerging Markets database (ISI) provides: Analyst reports on select industries by Investment Banks, BNE business new Europe, BuddeComm Telecom Market Overview & Analysis reports, CIMB Industry Reports: Mining, Metin Demirsar Monthly Updates, and Steel Trade Intelligence, to name a few of the premium report titles essential to Ex-Im Bank staff. Internet Securities' ISI Emerging Markets database provides crucial financial data without which the Bank would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies. Internet Securities' ISI Emerging Markets database is the only source for this specific mix of news, financials, and premium reports on emerging markets. ISI is the only aggregator that offers content directly from overseas publishers. No other subscription provides the level of financial reporting in emerging market countries that Ex-Im Bank requires. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (Aug 2009)); 52.212-4 (Contract Terms and Conditions-Commercial Items (Mar 2009)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2009)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2009)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide emerging markets research from sources that are domestic to each overseas market, not that are published in the US or recognized Global publishers. • Provide premium reports from sources such as BuddeComm, Enerdata, EnergyAsiaMedi-Stat, Metin Demirsar, and Steel Trade Intelligence. • Provide financial data for private emerging market companies. • Within the databases, provides automated translation of non-English documents.
