- Description
- The National Aeronautics and Space Administration (NASA) plans to issue a revisionto the NASA Launch Services II (NLS II) Request for Proposal (RFP) on or around June 20,2011 and encourages new and existing providers to submit proposals. The NLS II Requestfor Proposal was issued on September 4, 2009, and remains open for a period of ten yearsfrom the effective date, through the use of an innovative on-ramp provision found inSection C, Clause 2.0. To date, the RFP has resulted in the award of Indefinite DeliveryIndefinite Quantity (IDIQ) task order contracts to United Launch Services, LLC., OrbitalSciences Corporation, Space Exploration Technologies, and Lockheed Martin Space SystemsCompany. Each August during the life of the contract, or at any other time establishedvia synopsis, the Government will accept proposals from new launch service providers forIDIQ contracts and proposals from existing IDIQ contractors for additional launchservices.It is anticipated that proposals will be due on or around August 1, 2011. Minimum contract requirements are setforth in Attachment E3, Paragraph 1.0 of the NLS II RFP. Specifically, offerors must bedomestic launch service providers and must be ISO 9001/2008 certified by the time ofproposal submission. It is requested that all interested parties notify NASA in writing no later than June 1,2011 of your intent to submit a proposal for this effort as well as the launch vehicleconfiguration(s) you intend to propose. If no responses are received, or if onlynegative responses are received, the on-ramp effort for 2011 will be cancelled and thenext on-ramp effort will be held in August 2012.
