Description
SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Middle East District intends to solicit names of construction firms experienced in working the Middle East region who are interested in submitting a firm-fixed price offer for this project. This announcement is for the design and construction of a Veterinary Clinic and Kennel and a Dining Facility at Bagram Airfield, Afghanistan. This is based on US Army Central Command Integrated Global Presence, Basing Strategy and Master Plan. This solicitation is consolidating the requirements to obtain offers for a single contract to satisfy the above requirements. The contractor shall comply with all base security requirements. To be considered a construction firm, the firm must perform construction as a significant portion of its business. Defense Base Act and Construction surety will be required. The estimated cost of the project is between $5,000,000 and $10,000,000. PROJECT SCOPE: The U.S. Army Corps of Engineers (USACE), Middle East District has the requirement to design and construct a Veterinary Clinic and Kennel and a Dining Facility at Bagram Airfield, Afghanistan. This will be a design-bid-build solicitation with some design-build aspects within this project; therefore, design experience will be requested. The contractor will be required to perform geotechnical and topographical studies and develop the civil and final foundation designs. Technical requirements pertaining to the facilities will be provided. The Veterinary Clinic and Kennel will provide medical care to 100 working dogs throughout the Afghan Theatre. The clinic's primary facilities will include a reception area, waiting room, laboratory, pharmacy, medical screening rooms, holding rooms, examination rooms, latrine, break/locker room, kennel, and X-ray room. Supporting facilities include electrical distribution, water storage tanks, water and sewage distribution systems, mechanical systems, building information systems, roads, curbs, walkways, drainage, and parking. The Dining Facility shall include a kitchen, seating area, storage area, electrical distribution, water and sewage distribution systems, mechanical systems, and building information system. The feeding capacity of the facility should be at least 1,000 personnel per meal. Permanent kitchen equipment will be designed and procured as part of the project. Supporting facilities shall include roads, curbs, walkways, drainage, and parking. Antiterrorism/Force Protection measure will be included. All work identified in the Scope of Work shall be completed within 365 calendar days from the issuance of the Notice to Proceed for each project. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms. The Lowest Price Technical Acceptable (LPTA) contracting method will be used to evaluate proposals. In evaluating proposals, the Government will consider the following three non-pricing evaluation factors: Experience, Key Personnel, and Past Performance. Evaluation criteria will be further explained in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract award based on LPTA determination. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 6 June 2011. The proposals will be due one or about 13 July 2011. Contract award is scheduled on or about 23 August 2011. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government proposes to post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only. Electronic and faxed proposals will not be accepted.
