- The Department of Veterans Affairs (VA) Technology Center (TAC) intends to award a seventeen-month Firm-Fixed-Price contract to John Hopkins University (JHU), 733 N. Broadway, Suite 117, Baltimore, Maryland 22105-1832 for pilot testing, installation and maintenance services, and modifications to the VA's Multiple Sclerosis Home Automated Telemanagement (MS-HAT) application. MS-HAT is a home automated telemanagement system which allows remote management of chronic Multiple Sclerosis (MS) patient care between local VA Medical Centers and patients' homes. MS is a common neurological condition in the VA with over 25,000 veterans affected with the disease. Many are limited in their ability to come to MS clinical referral centers due to distance and their disability. MS-HAT's unique approach, developed by JHU, includes veteran-tailored computer interfaces specifically designed for individuals with cognitive, vision, and locomotion impairments which can be delivered via the internet and a variety of other telemanagement systems uniquely suited to internet based care of chronically affected patients. Specifically, this MS-HAT pilot program will test the feasibility of MS-HAT for a robust MS population and the Home Automated Telemanagement System as a practical telemanagement platform for the VA. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Only JHU can provide the aforementioned pilot testing, installation and maintenance services as JHU developed the initial MS-HAT system which was based on software proprietary to JHU. The VA does not currently have the software specifications to MS-HAT necessary for anyone other than JHU to perform the required modification and upgrade services. Based on their unique qualifications, prior development of the MS-HAT system which is based on a platform proprietary to JHU, and their successful record in telemonitoring program development, no other contractor is capable of providing the aforementioned services to MS-HAT. Further, it would be cost prohibitive to reproduce the unique telecare components and disease management approaches developed by the JHU team on the MS-HAT development program which this effort proposes to pilot test. Deliverables are to be FOB Destination with Inspection/Acceptance at Destination. The NAICS Code for this procurement is 541511 with the corresponding small business size standard of $25,000,000. The solicitation number assigned to this effort is VA118-11-RP-0380 and will be issued on or about May 27, 2011. Performance will be at the Contractor's facility.
