Description
This is a notice of intent to award a sole source contract. This notice is to announce the revision of the contract maximum amount on the Mid-Endurance Unmanned Aircraft System (MEUAS). This Indefinite Delivery/Indefinite Quantity contract was competed and awarded to The Boeing Company on 28 April 2009. At the time of award, the contract maximum for the five year period was $250,000,000 with anticipated performance through 27 April 2014. During contract operations, new requirements were validated for additional unmanned aircraft system (UAS) intelligence gathering, target surveillance, and reconnaissance (ISR) services using the MEUAS contract. With these additional requirements it became apparent the existing ceiling would be reached prior to the end of the five year contract ordering period. Program efforts were initiated to establish the competitive follow-on MEUAS II contract. This proposed contract action is to assure continuous operational capability while the competitive acquisition is completed. The proposed contract action is for supplies or services the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1, Only One Responsible Source. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is NOT a request for competitive proposals. However, all proposals received within 45 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Instead, the policies contained in Part 15, Contracting by Negotiation, will be used.
