- This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to construct an aquatic ecosystem restoration project at Columbus, GA and Phenix City, AL. Because of local site conditions, the proposed work will require close attention to ensure safety of contractor employees, equipment, and constructed work. The project will be constructed in the Chattahoochee River at Columbus, Georgia and Phenix City, Alabama. The stream flow of the river at this location varies daily between 800 cfs and 13,000 cfs based on the operation of an upstream hydroelectric plant. This project consists of the removal of two low-head dams, two predecessor dams, the construction of an aquatic habitat pool, and the construction of fish stranding reduction channels. 450 feet of the Eagle-Phenix dam and 350 feet of the City Mills dams will be removed. 50 feet of each end of each dam will be left intact. Both dams are constructed of masonry and stone. The predecessor dams will be removed in their entirety and were timber-crib construction. The aquatic habitat pool will be formed by the construction of a series of grouted rock weirs that will include provisions for planting vegetation. The stranding reduction channels will be constructed by rock removal at about four locations in the City Mills pool. The project will be constructed in two phases. Phase I will include the Eagle-Phenix work along with the aquatic habitat pool. Phase II will include the City Mills work along with the stranding reduction channels. The cost of construction will not exceed $10 million. Proposed construction duration of 540 calendar days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 237990 with a Small Business Size Standard of $33.5M. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 50 percent construction complete within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).
