Description
J&A for T700 C-Sump Kit Procurement The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate a delivery order under Basic Ordering Agreement FA8122-09-G-0001 on a sole source basis with General Electric, 1000 Western Ave, Lynn, MA 01902 for five hundred C-Sump modification kits (Part Number 1947T87G01, Kit Identification Number 9030LKA144489U3) for the T700-401C engine. The C-Sump kits provide an enhanced oil jet scheme which in turn improves cooling around the base of the Power Turbine (PT) shaft and eliminates asymmetric cooling issues that can induce a thermal bow to the shaft. This bow can result in the contact of the PT shaft to the compressor tie-rod and / or the Gas Generator Turbine (GGT) shaft. This contact causes premature wear of the engine compressor and GGT blades. Severe contact can lead to immediate engine failure and shutdown. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. General Electric is the Original Equipment Manufacturer (OEM) and the only contractor with the requisite knowledge and experience of the current T700-401C engine required for this effort. The estimated period of performance for this acquisition is 15 July 2011 to 15 July 2012. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 17:00 PM Eastern Standard Time on 03 June 2011. The applicable NAICS code for this requirement is 336412 - Aircraft Engine and Engine Parts Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
