- NOTE: THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS (RFP). THIS NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE DOES NOT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATIONAL PURPOSES ONLY. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS INCURRED IN PREPARATION OF A RESPONSE TO THIS NOTICE. 1. CONTRACT INFORMATION: The Middle East District (MED), of the Transatlantic Division (TAD), US Army Corps of Engineers (USACE) is evaluating the ability of business to perform construction projects at Manas International Airport (MIA). While the Government is not required to set-aside any overseas design/build or construction projects for Small Businesses, the Government is performing market research in order to specifically determine if small businesses possess the capability to execute these requirements. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price with options. The estimated cost of this Construction project is between $10,000,000 and $25,000,000 with an estimated period of performance of 365 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to construct the following projects under Package M23. a. Construct a 512 square meter pre-engineered metal building (PEB) to serve as the Operations Town dining facility at MIA. Project includes selective demolition of existing facility, site preparation, utilities, communication lines and all necessary work to produce a complete and usable facility. Project also includes asphalt parking area and 4 outdoor concrete pads for industrial freezers. b. Construct a 1250 square meter pre-engineered metal building (PEB) to serve as the Flight line Fire Station at MIA. Project includes site preparation, interior and exterior plumbing, HVAC, electrical/lighting, drywall, communication lines, installation of roll-up doors capable of accommodating fire engines and all necessary work to produce a complete and usable facility. c. Construct a 1,340 SM pre-engineered metal, 2-story facility with all utilities and site improvements to make the facility complete and usable at MIA. Project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. d. Construct a 1,350 SM pre-engineered metal, 2-story facility to be used as a passenger terminal at MIA. Project includes utilities and site improvements. This project will comply with DoD antiterrorism/force protection requirements pr Unified Facilities Criteria. e. Construct a 1,335 SM pre-engineered metal, 2-story facility at MIA. Project includes all utilities and site improvements. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. f. Construct a 680 SM facility to support customs operations at MIA. Site improvements include mobilization and site preparation. Utilities include installation of electrical routing, complete HVAC system, plumbing, communications, and area lighting. g. Construct a 680 SM facility to be used as a baggage storage facility for transiting personnel. The building is to have office space on the second floor. h. Construct flight line water line extension. This project will include pump house, storage tanks, water line, valves and other necessary appurtenances. 3.SUBMISSION REQUIREMENTS: The decision to reserve award for qualified small business is being considered pending the evaluation of responses to this sources sought announcement. The Government is seeking to identify qualified sources under the North American Industry Classification System (NAICS) 236220 (Commercial and Institutional Building Construction) either singly or as part of an assembled team. All Interested firms should complete the attached Capability Statement and return it via e-mail to Maria.L.Martin@usace.army.mil and Robyn.Ratchford@usace.army.mil in the following format: Submission should be received within fifteen (15) days from this announcement and should not exceed ten (10) one-sided, 8-1/2" X 11" pages. The submission should address all questions in the attached capability statement and your ability to perform the work stated in the project information section of this notice.
