Description
This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities of potential contractors to support this project. Proposing - Design-Build Construction for the installation of Government Furnished Equipment under NAICS code 237990. The equipment was purchased 8 to 10 years ago and remained in storage since that time. The equipment was originally purchased to be installed indoors. The contract will require equipment modification for installation outdoors, design for configuration, installation, and commissions of the equipment. The government will conduct a pre-proposal site visit on 06/01/2011. Please contact William J. Interested firms shall provide the NAICS codes under which they are registered, business size. Interested firms shall provide three (3) projects completed or at least 50% complete within the last five (5) years as evidence of experience on contracts of similar scope, complexity, and dollar value as this project. SOURCES SOUGHT SCOPE FOR RUSSELL MCB/SFC INSTALLATION The scope of this project is to perform the work required for the replacement of the existing main unit circuit breakers (MCBs) for Units 1-8 with new Government-Furnished SF6 15 kV MCBs, replacement of the existing static excitation systems for Units 5-8 with new Government-Furnished static excitation systems, and to complete installation of a new Government-furnished static frequency controller (SFC) system at the Richard B. Russell Powerhouse. Prospective contractors are required to have been regularly engaged, for a minimum of three (3) consecutive years, in the assembly, installation, and testing of high voltage power generation and/or transmission equipment of similar type and rating as the Government furnished circuit breakers and other equipment outline below. Descriptive specifications and plans will be provided; however the work may require substantial engineering design capabilities in order to successful complete the work. 1.1 GENERAL INFORMATION The Richard B. Russell Powerhouse contains four Westinghouse 4000 ampere oil circuit breakers one for each of the 13.8 kV main unit generators 1-4, four ABB 5000 ampere air blast circuit breakers one for each of the 13.8 kV main unit generators 5-8, and four Westinghouse WTA300 static excitation systems one for each of the 13.8 kV main unit generators 5-8. Work includes, but is not limited to: removal of the seven (7) main unit circuit breakers (MCBs), seven (7) disconnects, control equipment and enclosures; removal of control cables to the Generator Actuator cabinets and Excitation cubicles in the Generator Bays and Switchgear Rooms and to the Main Control Panels in the Powerhouse Control Room; partial removal of isolated-phase bus and supports; removal of the air compressor; removal of four (4) static excitation systems; installation of eight (8) Government-furnished ABB Type HGC3 SF6 circuit breakers, control cabinets and isolated-phase bus (IPB) and supports, including cable; installation of four (4) Government-furnished Cutler Hammer ES2100 digital static excitation systems; complete the installation of the Government-furnished ASI Robicon static frequency controller (SFC) system, input and output circuit breakers and transformers, two (2) current-limiting reactors, and isolated-phase bus; conduits; medium voltage cables and control cables and terminations; and the miscellaneous electrical accessories. Additional items include installation of eight (8) three-phase disconnect switches for the MCBs, installation of two (2) three-phase disconnect switches for in isolated-phase bus to the SFC current limiting reactors, and installation of four (4) vacuum circuit breakers. The contractor may write a proposal to modify existing Government-furnished isolated-phase bus instead of providing new isolated-phase bus. If approved, the Government-furnished isolated-phase bus shall be installed at the exterior of Units 1-8 to accommodate the installation of the SF6 breakers, as well as the interior portion of Unit 8 and the exciter taps for the Current-Limiting Reactor banks at Units 6 & 7. The following list is a general summary of the required work and is not all inclusive. 1.2 ELECTRICAL WORK a. Perform generator MCB replacement, Units 1-8. b. Replacement of cable and conduit for MCBs and SFC. c. Complete installation of new Government-furnished SFC and SFC control system. d. Provide isolated phase bus (IPB) for unit 8 from the main unit transformer to unit 8 MCB, from unit 8 MCB to the unit 8 surge equipment and phase-reversal switch. e. Refurbish and install unit 8 surge cubicle. f. Provide IPB for units 1-7 MCBs. g. Relocate SFC reactor units 6. h. Provide IPB for connecting static start system reactors to units 6 and 7. i. Provide non-segregated bus from SFC output breaker to start bus. j. Test all installed MV cable for the SFC. k. Test all installed IPB for units 1-8, including reactor bus. l. Test/commission MCBs and SFC. m. Modify all MCB tripping schemes and operating features. n. Perform excitation system replacement, units 5-8. o. Provide vacuum circuit breakers (VCBs) to replace existing start bus motor operated disconnects (MODs), for units 1-8. p. Retrofit SFC input and output breakers with new VCBs. q. Design/install new covers for the LV connections at main power transformers 1, 2, 3 and 4. r. Provide disconnect switches for MCBs and SFC input breakers. 1.3 MISCELLANEOUS WORK a. Perform all work required to comply with the site operations, environmental protection, and safety and health provisions. b. Perform miscellaneous painting on breakers and Isophase buss. c. Perform all work required for coating the transformer deck. d. Perform all work required for concrete removal, concrete placement, bonding, drilling, and grouting. e. Install rain shields for MCB control panels and operating mechanisms, for units 1-8.
