- Amendment for Additional Information: The principal machined part is to be made of aluminum alloy 6061-T6. The overall dimensions are approximately 9.5 inches in diameter and 12 inches long. A complete drawing package will be supplied with the solicitation. End of Additional Information. This is a Sources Sought announcement, a market survey for written information only. The purpose of this announcement is to identify those Small Business set-aside companies with appropriate capability that might be interested in responding to a formal solicitation from the Naval Surface Warfare Center Panama City Division, FL (NSWC PCD). The solicitation for proposals will be on a competitive basis for the production of Target Detection Device (TDD) Adapters MK-157 and shipping containers to include refurbishment of Government furnished electrical receptacle connectors. The solicitation will include the fabrication and acceptance of a First Article TDD Adapter MK-157. Firm fixed price orders will be placed based on stepladder pricing with a minimum quantity of fifty (50) units and containers up to a maximum quantity one-hundred twenty five (125) units and containers for the base contract and eight options that may be exercised through 2015. The contract period of performance will be for five years. The solicitation will contain drawings and data that is distribution limited to DoD and U.S. DoD Contractors. Additionally this document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq). The highest level of security classification required for this effort is UNCLASSIFIED. The contract type will be Firm Fixed Price. The place of performance will be at the Naval Surface Warfare Center (NSWC) Panama City, FL 32407. Performance Objectives: The solicitation will describe the effort necessary to fabricate, assemble, inspect, test and deliver an Adapter, Target Detecting Device MK 157 MOD 0, packaged in its own shipping container. The item consists of a machined metal assembly with an attached wiring harness. The wiring harness terminates with d-shape and circular military type connectors. The maximum contract quantity required is 1000 units. This effort requires the contractor to perform all the work necessary to plan, fabricate, assemble, inspect, test, document and manage all the tasks required to comply with the requirements of the drawing package. The effort involves the fabrication of metal parts and a wiring harness that comprise the Adapter, Target Detecting Device MK 157 MOD 0. The effort also includes procurement of a commercially available shipping and storage container, fabrication of its internal packing components and finally the packing of the Adapter into the container in accordance with the Technical Data Package (TDP). Lastly, as part of the wiring harness fabrication, the effort requires the refurbishment of an electrical receptacle connector, MS3464E19-7BN, a component of the wiring harness, which will be provided as government furnished material (GFM). Responses: All interested Small Business companies are invited to provide a Capabilities Statement which contains, at a minimum, the following: (1) name and address of firm; (2) size of business: average annual revenue for the past three years, number of employees, (3) number of years in business; (4) two points of contact: name, title, phone, fax and email; (5) a concise discussion of the company ™s technical understanding of the required effort. Summaries should be no longer than five pages in length. All summaries should be submitted to Phillip Morris by email: PHILLIP.E.MORRIS@NAVY.MIL by 11:59 P.M. CST on June 2, 2011.
