- This notice is to announce that this NSN is being solicited. This is a combined synopsis/solicitation notice for commercial items prepared in accordance with the format in FAR 13.5 as supplemented with additional information included in this notice. The solicitation number is SPM7M011X0126 and is issued as Request for Quote (RFQ). The solicitation is available via the DSCC Website address (URL) is https://www.dibbs.bsm.dla.mil/. Solicitation Issue date is on 06/03/2011 with the Response date on 06/17/2011. Note: Copies of this solicitation will only be available via the World Wide Web. Hard copies of this solicitation are not available. All responsible sources may submit an offer/quote, which shall be considered. This acquisition is UNRESTRICTED and the applicable NAICS is 334418 and the small business size standard is 500. This is an Indefinite Delivery Purchase Order (IDPO), Purchase Request Number is #IQC10342009052, NSN: 5930-00-262-0889, SWITCH, PUSH. Maximum value, including option years is $1,000,000.00 (contract maximum). Unit of issue: EACH. ITEM DESCRIPTION: SWITCH,PUSH THE USE OF ANY CLASS I OZONE-DEPLETING SUBSTANCE (ODS) IN THE DESIGN, MANUFACTURING, TESTING, CLEANING, OR ANY OTHER PROCESS FOR THIS ITEM UNDER ANY MILITARY OR FEDERAL SPECIFICATION, STANDARD OR DRAWING REFERENCED IN THIS ITEM DESCRIPTION IS "PROHIBITED" UNLESS THE SEPARATE WRITTEN APPROVAL OF THE CONTRACTING OFFICER IS OBTAINED. THIS PROHIBITION SUPERSEDES ALL SPECIFICATION REQUIREMENTS BUT DOES NOT ALLEVIATE ANY PRODUCT PERFORMANCE REQUIREMENTS. For all shipments of packaged materiel to the government, which includes either Depot (DLA-Direct) or DVD (Customer- Direct) shipments, both DoD linear and two-dimensional (2D) bar code markings are required on Military Shipping Labels in accordance with MIL-STD-129, Revision P, dated December 15, 2002 (but see DLAD 52.211-9010(D) for exceptions to the requirement for MSL and 2D symbols). See the DLA packaging web site identified in DLAD 52.211-9010(E) for change notices to MIL-STD-129P that apply. 2D bar coding shall be in accordance with ISO/IEC 15438, ISO/IEC 15434 (ANSI MH10.8.3) and DoD 4500.9-R. MSL linear (code 3 of 9 or code 39) bar coding shall be in accordance with ISO/IEC 16388. Shipping label stock quality shall meet MIL-PRF-61002. Bar code print quality shall meet ANSI MH10.8-2000 or ANSI X3.182-1990 (R2000) for applicable 2D and/or linear bar codes. All DVD shipments shall meet additional linear bar coding requirements in DLAD 52.211-9010(C). Except for the Transportation Control Number (TCN), which must always be present on the Military Shipping Label, when the contract/order omits any other data elements as defined in MIL-STD-129P and if the information is not available from the Administrative Contracting Office, then the field is not required as part of the Military Shipping Label and may be left blank. If there are inconsistencies between the schedule and MIL-STD-129P, the schedule takes precedence. The provision at 52.212-2, Evaluation-Commercial Items, applies and the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Delivery and Past Performance The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this solicitation and offerors must include a completed copy of the provision with its offer. 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. The contract is rated DOC1 under Defense Priorities and Allocations System (DPAS).
