Description
GENERAL CONTRACT INFORMATION: This is a pre-solicitation notice to be issued as a request for quote of a government requirement for the Bureau of Indian Affairs, San Carlos Irrigation Project, Coolidge, AZ. NAICS Code will be 532412 and the size standard is $7,000,000. This acquisition is 100% set-aside for Small Business. The procurement will be conducted utilizing the best value continuum as a lowest price technically acceptable quote from contractors. The government intends to award a contract without discussions with the potential contractors. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the requirement is cancelled, all proposal preparation costs will be borne by the contractor. Responders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, and/or final award process based on decisions related to DOI and BIA changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov/ and we advise potential contractors to begin the registration process when they prepare their quote to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a contractor is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful offeror registered in the CCR database. Refer to FAR 52.212-1, Instructions to Offerors - Commercial Items, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." Refer to FAR 52.212-3, Offeror Representations and Certifications - Commercial Items as contractors are strongly encouraged to complete the representations and certifications at the Online Representations and Certifications Application (ORCA) website located at https://orca.bpn.gov/ as to facilitate keeping their paperwork submission to the minimum (if a contractor does not complete the reps & certs at the bpn website then submission of the entire reps & certs as shown under 52.212-3 are REQUIRED - this requirement will result in contractor quotes being rejected). The anticipated posting date of the solicitation to the Federal Business Opportunities and NBC Website (solicitation number A11PS00428) will be on or about June 2, 2011 (subject to change) and quotes will be due on or about June 9, 2011 (subject to change). The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/. NO HARD COPY DOCUMENTS WILL BE ISSUED. Quotes must be delivered (if submitting by courier, USPS, UPS, DHL or FedEx) to San Carlos Irrigation Project, 13805 North Arizona Boulevard, Coolidge, AZ 85127, Attention: Gary A. Haynes, Contract Specialist. Email quotes must be received by the closing date/time stated in the RFQ. Facsimile quotes will not be accepted. Reference the solicitation number (A11PS00428) on your documentation. GENERAL DESCRIPTION OF WORK: The Bureau of Indian Affairs (BIA), San Carlos Irrigation Project (SCIP), has a need to rent the following two pieces of equipment for a twelve (12) month period: 1) a small, compact, high-performance four drum puller that is both economical and very versatile in use. The unit will be used in a wide range of light distribution stringing and/or pilot line applications. The four drum design offers the users increased productively reducing the man hours necessary for many stringing operations; and 2) a trailer mounted single reel carrier tensioner. The unit much be designed for use in a wide range of stringing and tensioning applications. Both units need to be simple to operate and easy to maintain. The successful contractor will be required to deliver the equipment to the San Carlos Irrigation Project, Coolidge, AZ (government pickup will not be an option) after receipt of order (ARO). The BIA, SCIP is requesting a delivery date 1 day ARO. Contractors will acknowledge within their quote whether they can or cannot meet the requested delivery date. Contractors should refer to the specifications when the solicitation is issued for a complete list of the salient characteristics of the equipment requested such as unit performance, features, and options.
