Description
The Drug Enforcement Administration (DEA) has a sole source requirement for the acquisition of License Plate Reader (LPR) equipment for deployments in Texas, New Mexico and Arizona starting 7/01/2011 as follows: List of equipment is as follows: EQUIPMENT DESCRIPTION QUANTITY Trailer 6 All-In-One (Master Camera Only) 2 All-In-One (Master Camera + 1 Slave) 4 All-In-One (Master Camera + 2 Slaves) 2 All-In-One (Master Camera + 3 Slaves) 0 Barrel Cam 1 Additional Materials, Software and Services 1 Details of Equipment and Services are as follows: Model # Description DCT-1002 DCT1002 LPR Trailer: 6x6x12 Dual Axle Trailer Including : Field Control Unit Personal Computer (Model 6920 Ruggedized PC), Ruggedized Laptop Computer (CF30, 31), Air Conditioner (RVP Series), Front Automated License Plate Reader, Rear Automated License Plate Reader, Front Overview Camera, Rear Overview Camera, POV Driver Camera, POV Passenger Camera, Commercial Driver Camera, Commercial Passenger Camera, Wireless Router (SonicWall Model TZ210) w. external antenna, stanchions (7), 30# Lead Weights(28), TIR 3 Whelan Strobe Lights (2), Reflective Cones, ENA T-200 Trigger, Laser Illuminators (2), SNMP Web Card, Upgraded Thermostat, 5000w Honda Generator, Remote Power Switch, 30 Gallon Fuel Tank, UPS Power Supply, Custom DC Power test cable. Raven modem and connectivity contract provided by customer. MPH-ENG Day Rate Engineering Support for DCT-1002 onsite installation. DCT-1002 Shipping Shipping cost from Greensboro, NC to Continental U.S. destination FPH-900xAIO Fixed High Performance All in One LPR Smart Camera and mounting hardware, with embedded air card, brick pc, cellular antenna, color video overlay camera and 50mm black/white camera. Includes all necessary camera cables. 50mm camera FPH-900X Fixed High Performance LPR Smart Camera and mounting hardware, with color video overlay camera and all necessary electrical and communication connections. MINI FCU-900 Field Control Unit on plate in agency provided NEMA 4X cabinet with ruggedized brick PC, environmental controls, camera power supply, network switch and power conditioning. MPH-900 OPC Operations Center Software to network vehicles back to department provided server over existing aircard. MPH-900 ENGINEERING Day Rate for Elsag electric subcontractor contractor installation, software loading and configuration, lane closure subcontractor, Elsag engineers onsite for full installation. XPH-8700 DEA LPR Barrel Camera (Fixed camera in construction barrel with brick PC and rechargeable battery. All-In-One: LPR Camera System: This system allows for a quick, fixed installation of 1 camera that contains all necessary components to attach to existing infrastructure like a gantry, sign, or light pole where the deployment is needed. This is especially beneficial, because it is a compact, efficient system with extremely low power consumption and can be deployed as a covert solution. This system runs off of one master unit that contains the camera and all computing components including the aircard. In addition, the system can connect up to 3 slave cameras allowing the deployed system to cover up to 4 lanes of traffic. Barrel Cam: This covert configuration can be deployed anywhere. All equipment is installed in a DOT approved orange traffic barrel. It houses 1 camera and all computing components and equipment necessary to be deployed at any roadside including an aircard. This configuration can utilize either battery power or a permanent power source. In accordance with Simplified Acquisition Procedures, the DEA intends to issue a purchase order under the test program described in the Federal Acquisition Regulations (FAR) Subpart 13.5. The following FAR Part 12.3 provisions and clauses are applicable to the acquisition: 52.212-1 (June 2008) Instructions to Offeror's-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items - Delivery and Price will be considered; 52.212-3 (Aug 2009) Offeror Representation and Certifications-Commercial Items; 52.212-4 (Jun 2010) Contract Terms and Conditions-Commercial Items; 52.212-5 (July 2010) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable. The Government anticipates award of a single firm fixed price purchase order. All sources shall submit a quote which will be evaluated. Quotes shall be submitted electronically to yokita.m.davis@usdoj.gov. Closing date for receipt of quotes is 6/01/2011 at 10:00 a.m. EST.
