- Brand Name justification The Department is awarding a contract for Reenrollment of its' Microsoft Enterprise Agreement (MS EA Agreement). The U.S. Department of Education (Department) has been using Microsoft software for many years. The entire Department uses Microsoft software to perform daily functions. In order to receive the Microsoft software required to operate, the Department requires a new Microsoft Enterprise Agreement. The Department's IT infrastructure is contractor-owned and contractor-operated (COCO). Under the terms of the COCO contract, the contractor is responsible for obtaining the MS EA Agreement. However, the Department retains responsibility for some of the Microsoft licenses. In order to obtain the best pricing for all licenses, the Department's entire MS requirement was solicited by the COCO contractor. The purpose of this award is to fund the Department's portion of the MS EA Agreement.
