Description
As previously stated under Request for Information (RFI) HSHQDC-10-R-00052, the Department of Homeland Security (DHS) Research, Development, Technology & Response Community (RDTRC), comprised of the Offices of Science and Technology, Health Affairs, and Domestic Nuclear Detection, will satisfy their requirements for Scientific, Engineering, and Technical Assistance (SETA) support through separate efforts. The Office of Health Affairs anticipates competing a stand-alone, "C" type contract for the SETA requirements associated with the BioWatch Program and conducting task order competitions for its other SETA requirements under DHS wide indefinite quantity ordering vehicles such as the Program Management, Administrative, Clerical and Technical Services (PACTS) contracts and the Technical, Acquisition and Business Support Services (TABSS) contracts (NOTE: *The solicitation for TABSS has closed but TABSS contract awards are still pending*). The solicitation for BioWatch SETA support is anticipated to be released by August 2011, with an Industry Day held in mid-August 2011. The period of performance for the BioWatch SETA requirement is anticipated to encompass a base year and four (4) one-year options. The contract type is anticipated to include a Cost Plus Incentive Fee type line item for day-to-day support and a Time and Material line item for surge support. Interested vendors are reminded that for cost type contracts a contractor must have an adequate accounting system per FAR 16.301-3(a)(1). Evidence of an adequate accounting system would include a written opinion or other statement from the cognizant federal auditor (CFA) or the cognizant federal agency official (CFAO) that the system is adequate. An update to this notice addressing the extent to which the BioWatch SETA acquisition may be set-aside for small business is anticipated to be issued by July 2011. Please note that a solicitation is not being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.
