- This modification to a previous synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). The Naval Sea Systems Command (NAVSEA) intends to issue solicitation number N00024-11-R-4312 on a sole source basis to General Dynamics, Electric Boat Corporation, 75 Eastern Point Road, Groton, CT 06340 for the New England Maintenance Manpower Initiative (NEMMI) non-nuclear submarine services. The level-of-effort contract will require direct labor, supervision, administrative support, to provide intermediate and depot level overhaul, repair and modernization services in support of operational nuclear powered submarines, floating dry-docks, support and service craft, and other submarine related platforms and equipment. This modification to a previous synopsis is being made to delineate the essential technical requirements for the performance of work under this contract. Essential to the performance of work under this contract is SUBSAFE certification. As a nuclear submarine builder, Electric Boat Corporation's workforce is trained to work on both nuclear and non-nuclear systems. Additionally, personnel are certified to work inside all designated nuclear spaces of submarines to perform non-nuclear maintenance actions, on a case-by-case basis, as required by NAVSEAINST 4350.2C and COMFLTFORCOMINST 4790.3. Much of the work performed in support of the Naval Submarine Support Facility (NSSF) is in the vicinity of nuclear and SUBSAFE work boundaries. Contractor personnel require a working knowledge of nuclear and SUBSAFE work boundaries, policies, and directives. Work will be performed at the submarine base in New London, CT with occasional efforts at the company's shipyard in Groton, CT. The dynamics of submarine force operations require a NEMMI capable supplemental workforce comprised of Electric Boat employees located at NSSF, New London, CT, to accomplish operational submarine maintenance, repair and modifications to maintain fleet readiness and operational commitments. This requires a NEMMI contractor to maintain a staff in close proximity to SUBASE, New London. The contractor must be capable of providing the necessary mix of personnel in a rapid timeframe. Electric Boat Corporation is the only SUBSAFE certified activity in the New London, CT area capable of meeting the NEMMI requirements as delineated above. See Numbered Note 22.
