- Description
- The Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, intends to solicit a sole source requirement for the "Additional Physics for Energy Scaling" effort, IAW 10 U.S.C. 2304c(1). As implemented by FAR 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. The Government intends to solicit and negotiate with Aerosoft Corporation, 2000 Kraft Drive, Suite 1400, Blacksburg, Virginia 24060-6141. This procurement is for modeling and simulation research of flowing diode-pumped alkali lasers (DPAL). The effort will include addition and testing of new physics models to the General Aerodynamic Simulation Program (GASP) for simulation of energy pooling, photo excitation, multi-photon absorption in a flowing DPAL, and simulation of flowing DPAL systems with the aim of maximizing efficiency and power output. Completion of the contract will be 27 months from date of award (24-month technical period of performance with three months for the final report process). The North American Industry Classification System (NAICS) code is 541712 with a size standard of 500 employees. This Notice of Intent is not a solicitation or request for competitive proposals. A determination to not compete the proposed contract is solely within the discretion of the Government. All responsible sources may submit a proposal which shall be considered by the agency. Interested parties may submit any information for consideration by the Government to Stephanie M. Beauchamp at the e-mail address listed, with the solicitation number referenced in the subject line. Submitted information shall be UNCLASSIFIED. Air Force Federal Acquisition Regulation Supplement (AFFARS) clause, 5352.201-9101 entitled Ombudsman is applicable to this procurement. An Ombudsman has been appointed to address concerns of offeror/s/ or potential offeror/s/. The Ombudsman does not diminish the authority of the Program Manager or the Contracting Office, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals in the source selection process. Matters of routine or that are administrative in nature, concerning the acquisition, should not be addressed to the Ombudsman, but rather to the Contracting Point-of-Contact identified below.
