- Solicitation SB1341-11-RQ-0184 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. The National Institute of Standards and Technology has a requirement for modifications to the Scanning Electron Microscopy with Polarization Analysis (SEMPA) tool in the Center for Nanoscale Science and Technology (CNST). The SEMPA tool is a JEOL 7830F Auger microprobe that has been modified to enable secondary electron spin polarization measurements using custom spin polarization analyzers developed at NIST. One of the primary missions of CNST is to support industry in the development and characterization of future electronics. SEMPA plays a key role in characterizing future electronics based on nanoscale magnetism. The modifications required will integrate new measurement capabilities that will enable nanoscale manipulation and magnetic imaging of the next generation of magnetic materials and patterned devices. These new measurement capabilities will support advances in the spintronics and magneto-electronics industries. The requirement includes a base period of one year from the date of award and two (2) one year option periods. Quoters must provide pricing for all line items in order to be considered for award. The specific requirements are detailed in the attached document entitled Solicitation SB1341-11-RQ-0184. All quotes shall be received not later than 3:00 PM local time, on June 9, 2011 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Joni Laster.
