Description
Presolicitation modification to M67854-11-R-1039 is hereby deleted in its entirety and replace with the follows: This Presolicitation Notice is being posted in advance of Solicitation No. M67854-11-R-1039 for the Foreign Weapons Program. The procurement will be conducted as a total small business set-aside under authority of FAR 19.502-2. This is a Presolicitation Notice only; THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION; NO PROPOSALS ARE REQUESTED. The Marine Corps System Command (MARCORSYSCOM), Infantry Weapons, Quantico, VA has a requirement for Fully Functional Foreign made Weapons with exception of the RPG-22 and RPG-7 rockets, which shall be provided as Replicas, Dummies, or inert/non-firing systems (i.e., without explosives). The Government anticipates entering into a Firm Fixed Price, Indefinite Delivery Indefinite Quantity type of contract. The maximum duration of the resultant contract will be Three (3) years. Vendors ™ systems shall be in Factory New (i.e., unused) condition and shall include all parts, components, assemblies, subassemblies, and mechanisms inherent to the complete system designs. The systems shall demonstrate fit, form, and function of fully operational systems, with exception of the RPG-22 and RPG-7 rockets, which shall be provided as Replicas, Dummies, or inert/non-firing systems (i.e., without explosives). The Government recognizes that there are different variants, models, and countries of origin for the systems required. The Government will accept different variants/models of the systems identified above, except from China for all weapon systems and Romania for the AK-47 Assault Rifle. Also, the Government will accept USA manufactured FN/FAL 7.62x51mm Light Automatic Assault Rifles, USA manufactured RPG-22, and USA manufactured RPG-7 rockets as long as they conform to the technical requiremets called out in the product description. The Government recognizes a VRA waiver will be required to procure the Dragunov 7.62x54mm Sniper Rifles. The Government intends to apply through the State Department for a VRA waiver for the Dragunov 7.62x54mm Sniper Rifles. The systems shall conform to the technical requirements called out in the Product Descriptions that will be provided with the solicitation. Vendors ™ proposed configurations shall be uniform for the entire quantity of systems to be provided (i.e., entire quantity of each system shall be of the same configuration, model, and country of origin). Source Selection will be based on evaluation of Technical (Technical Capability), Price and Past Performance factors. Award will be made to the responsible offeror with the lowest priced technically acceptable offer and the ability to provide all thirty one (31) line items in the solicitation. However, should no offeror propose to satisfy all thirty one (31) line items or it is in the best interest of the Government, the Government reserves the right to make split awards. The NAICS code for this procurement is 332994 and the size Standard is 500 employees. In order to be eligible for award, interested parties must be registered in the Central Contractor Registration Database (CCR). M67854-11-R-1039 is anticipated to be issued within the next 45 days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. In case of conflicts between information contained in the formal solicitation and that contained in this pre-solicitation notice, the information in the formal solicitation will govern.
