- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 0010050456 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 532412 with a small business size standard of $7.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-06-10 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Bliss, TX 79916 The U.S. Army ACC MICC Fort Bliss requires the following items, Meet or Exceed, to the following: LI 001, 5,000lb TCM Forklift--Vendor shall provide four (4) 5,000lb TCM Forklifts with the following:Automatic TransmissionPneumatic TireLPG FuelBack-up AlarmHead Lights, Horn Fire ExtinguisherSeat Belt 10% Liability InsuranceThe equipment shall be required for a period of six (6) months. Contractor shall furnish all labor, materials, supplies, equipment and supervision necessary to lease the forklifts. Equipment will be delivered and used at Fort Bliss, Texas. Contractor shall be responsible for transporting equipment to the delivery site and off-loading. Contractor shall be responsible for removing equipment from site upon completion of specified contract period. The contractor shall be responsible for all normal maintenance repair and service during the contract period at no additional cost to the Government per attached maintenance clause. The Government shall be responsible for re-fueling the equipment before it is returned to the Contractor. The contractor shall provide all related services for any equipment that is covered by manufacturers warranty. The contractor shall respond to calls for service and repairs within two hours of notification during the hours of 0830 and 1400 Monday through Friday. When equipment is out of service (not available for use) the contractor shall repair and return the equipment to service within 24 hours after notification. If the equipment cannot be repaired within 24 hours, the contractor shall provide a replacement that meets the same specifications at no additional cost to the Government. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. (End of Provision) Each vehicle furnished under this contract shall be of good quality and in safe operating condition, and shall comply with the Federal Motor Vehicle Safety Standards (49 CFR 571) and State safety regulations applicable to the vehicle. The Government shall accept or reject the vehicles promptly after receipt. If the Contracting Officer determines that any vehicle furnished is not in compliance with this contract, the Contracting Officer shall promptly inform the Contractor in writing. If the Contractor fails to replace the vehicle or correct the defects as required by the Contracting Officer, the Government may (a) By contract or otherwise, correct the defect or arrange for the lease of a similar vehicle and shall charge or set off against the Contractor any excess costs occasioned thereby, or (b) Terminate the contract under the Default clause of this contract. (End of clause) (a) At the time of each delivery of supplies or services under this contract, the Contractor shall prepare and furnish to the Government a material inspection and receiving report in the manner and to the extent required by Appendix F, Material Inspection and Receiving Report, of the Defense FAR Supplement. (b) Contractor submission of the material inspection and receiving information required by Appendix F of the Defense FAR Supplement by using the Wide Area Work Flow-Receipt and Acceptance (WAWF-RA) electronic form (see paragraph (b)(1) of the clause at 252.232-7003) fulfills the requirement for a material inspection and receiving report (DD Form 250). (End of clause) Any claim arising from damages to vehicles and/or equipment shall be filed with the Directorate of Mobilization and Deployment, ATTN: Mrs. Sherell C. A written notification of intent to submit a claim from damages to rental equipment /or vehicle shall be filed with Director of Logistics, within ten (10) days of issued purchase order termination date. The notification must include at a minimum the purchase number, serial number of the damaged equipment and a detailed description of the damage itself. The contractor shall submit an estimate within thirty (30) days to provide a final repair cost from an equipment/or vehicle repair shop. The contractor shall submit an estimate from an equipment repair shop, other than the contractors own shop, that is normally engaged on a regular basis in the type of repair required. The Government reserves the right to request a second estimate for repair from a different shop should it be deemed necessary. The Government may select which of the two estimates for repair shall be used and its liability shall be limited to the estimate selected. Any expense in obtaining the estimates shall be paid by the Contractor without any expense to the Government. In the event a piece of equipment is considered to be damaged so severely that the repair cost exceeds the wholesale book value of the equipment/or vehicle the Government will only be liable up to the depreciated wholesale book value for the current year. The Government shall not be held liable for fair wear and tear, including but not limited to, chipped, cracked or scratched glass or paint; or other economic or ancillary damages, including but not limited to, loss of use or loss of value.
