- The Naval Inventory Control Point and Naval Post Graduate School are requesting a quote for Strategic Thinking (ST) course in support of Naval Post Graduate School, Monterey CA 93943. The Naval Inventory Control Point intends to negotiate sole source procurement in accordance with Far Part 13.5 with The University of North Carolina “ Chapel Hill (UNC-Chapel Hill) under authority of 4202 of the Clinger-Cohen Act of 1996. The Government will consider all quotes received by Close of Business, Monday May 23, 2011. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted via email. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Identification of the Agency and Contracting Activity: a.Agency Name:Center for Executive Education Naval Postgraduate School Monterey, CA 93943-5000 b.Contracting Activity:Department of the Navy NAVSUP Weapon Systems Support-Mechanicsburg ADP Modernization Contracting Department Mechanicsburg, PA 17055-0788 Nature/Description of the action: This justification and approval covers the procurement of executive education support services for the Center for Executive Education, Naval Postgraduate School, by Other Than Full and Open Competition from the University of North Carolina “ Chapel Hill (UNC). This procurement is required to support the delivery of tailored courses for the professional development of the Navy ™s Flag and Senior Executive Service (SES) leadership. The University of North Carolina “ Chapel Hill has been a long-time participant in the Navy ™s Executive Education Program (NEEP); and will deliver a focused curriculum of Navy specific coursed emphasizing change leadership, best practices, strategic thinking, and improved business operations. Description of the supplies/services: The University of North Carolina “ Chapel Hill (UNC-Chapel Hill) is a long-time partner in this executive education mission. The Strategic Thinking (ST) course hosted by UNC-Chapel Hill has been particularly effective in supporting the continued professional development and career progression of Navy executives. The overall objective of ST is for a growing cadre of Flag Officers and members of the Senior Executive Service who can demonstrate on a continuing basis the ability to think strategically, execute the DON/CNO strategy, lead change, and produce more effective and efficient business operations. Academic experts from the faculty at UNC Chapel Hill are joined by senior executives from both Navy and the private sector to provide participants with a range of perspectives through which course objectives are addressed. The EBC brings participants together with Navy ™s most senior leaders for opportunities to discuss policy and strategy issues that impact their commands. Private sector executives share their insights on established and emerging business trends and best practices that may have application in participants ™ organizations. B. The UNC Department of Navy specific program for the ST will address the multiple, complex factors impacting successful assumption of command or other key position on the Navy. This curriculum focuses on the nature of the leader ™s role and the skills required to lead a command, organization, or portion thereof, and recognize the potential values of the informal network. The desired outcome is that participants will be provided guidance and time to begin developing an individualized ˜transition plan ™ for their new roles in the Navy. Identification of the statutory authority: This acquisition will be conducted under the authority of Section 4202 of the Clinger-Cohen Act of 1996. Demonstration of contractor ™s unique qualifications: UNC-Chapel Hill developed the ST programs to be specifically for the Navy from initial concept in 2007 through mature program delivery in close coordination with the Navy Executive Education Program managers at the Naval Postgraduate School. UNC-Chapel Hill has exclusively delivered this program for almost 3-1/2yrs. Commerce Business Daily Announcements: The proposed contract award intent notice and justification for other than full and open competition will be posted at the Government-wide Point of Entry. Determination of fair and reasonable cost: The Contracting Officer will determine, in accordance with FAR procedures, that this procurement represents the best value and results in the lowest overall cost (considering price, special features, administrative costs, etc.) to meet NPS ™s needs. All applicable procurement regulations have been followed. An Independent Government Estimate has been provided and the Contract Specialist will use this to determine price reasonableness. In addition, an analysis of pricing information will be performed which will consider commerciality, procurement history, GSA schedules, and other available pricing information in determining that the price is fair and reasonable. Description of market survey: Market research consisted of internet searches for prominent executive education programs at universities. Subsequently, telephone contact was made with several educational institutions to assess their program content to see if they provided these types of Navy specific courses. UNC-Chapel Hill developed Navy ™s ST program and is the exclusive provider of these courses. Other facts supporting the use of other than full and open competition: The requirement for executive development courses for Flag Officers and members of the Senior Executive Service has been met for the past four years by a contractual relationship with UNC- Chapel Hill through General Dynamics-Information Technology. At the direction of OPNAV-N1/Chief of Manpower, Personnel, Training & Education, the relationship with GDIT was cancelled on 31 May 2010 for cost savings and efficiencies. While a Multi-Award ID/IQ contact was being developed, the remaining courses had been sole source. However, two courses at UNC-Chapel Hill for FO/SESs remain on the executive education calendar for FY11 and a contract vehicle is needed to accomplish these courses. Actions to remove barriers to competition: The EBC course requirement may be competed after FY11 Future iterations of the ST course will be handled on a case-by-case basis.
