- The contractor shall furnish all labor, facilities, labor, parts, materials, equipment, tools and data (other than government furnished Property), necessary to accomplish the inspection and overhaul for the Turbine Rotor that is required. Input NSN & Part Number: 2840-01-515-3538/3048T90G01 Output NSN & Part Number:2840-01-515-3538/3048T90G01 The proposed contractual action will be a Five (5) year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with a minimum quantity of 25 each and the maximum quantity of 510 each. The maximum quantity includes a quantity of 85 for Foreign Military Sales. Required delivery shall be FOB Origin. The overhaul shall be accomplished in accordance with Depot Maintenance Work Requirement (DMWR) 1-2840-248-1,-2, dated 15 May 1999. A Product Verification Audit (PVA) is required. This item is restricted to approved sources only. This is not a commercial item. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy this agency's requirement". The required production schedule to meet current and forecasted requirements is 10 per month for the Turbine Rotor; NSN 2850-01-515-3538. Depot Maintenance Work Requirement (DMWR) 1-2840-248-1,-2 and all associated Maintenance Engineer Orders (MEOs) are adequate and available to support the overhaul of the subject item. However, this item has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, national defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI's can only be awarded to a source approved by the head of the design control activity. The only approved source for this requirement is General Electric Company, 1000 Western Avenue, Lynn, MA 01905-2655, (CAGE 99207). No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by mail or email. You may mail your request to Jud Bailey, CCAM-AL-M, Bldg 5303, 2nd Floor, Redstone Arsenal, AL 35898-5000. Email requests should be sent to judson.bailey@us.army.mil. Proposals can be hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service. No FAX or email responses shall be accepted for the initial proposals. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
