- Description
- Dear Valued Suppliers: This is a Request for Information (RFI) in accordance with FAR 15.201(e). It is not a request for proposal and does not constitute a solicitation. No proposals or unsolicited proposals will be accepted. All information received in response, however, will be handled as Proprietary Information in the same manner as an offer. The Government will not pay for any information received under or associated with this RFI. Any expenses associated with a response are the sole responsibility of the responder. Responses will not be returned. Any pricing or cost information received will be non-binding and used for informational purposes only. Failure to respond will not in any way prevent a potential offeror from participation in future solicitations. The purpose of this RFI is to seek the input of DLA Troop Support's commercial industry partners, therefore participation is encouraged. All information provided will be given consideration and may influence the development of future proposal requests. DLA Troop Support Subsistence Prime Vendor Program is interested in your comments regarding possible future consolidation of the current "zones" used to solicit requirements for full-line food service supply distribution. This consolidation would mean the combining of five current zones (in New York, New Jersey, Pennsylvania, Delaware, Maryland, Washington, DC and Virginia) into one zone. Each of the current zones is comprised of Department of Defense (DoD) and non-DoD federally funded customers. Following is a list of these customers in their current zone configurations: Northern New York Zone • Ft. Drum, NY • Air National Guard Syracuse, NY • Air National Guard Scotia, NY New Jersey; Southern New York; Eastern Pennsylvania Zone • Joint Base McGuire-Dix-Lakehurst, NJ • Ft. Monmouth, NJ • Naval Weapons Station Leonardo, NJ • Air Force Reserve Egg Harbor, NJ • Edison Job Corps Center, NJ • US Military Academy West Point, NY • US Coast Guard Staten Island, NY • South Bronx Job Corps Center, NY • Southeast Veterans Center, Spring City PA • PA National Guard, Middletown PA • Gino Merli Veterans Center, Scranton PA Delaware; Maryland; Washington DC; Northern Virginia Zone • Dover AFB, DE • Andrews AFB, MD • Aberdeen Proving Ground, MD • Fort George G. Meade, MD • House of Five Hats, MD • Ft. AP Hill, MD • Ft. Belvoir, MD • Ft. McNair, MD • Ft. Myer, MD • Ft. Detrick, MD • Naval Support Facility Thurmont • Naval Weapons Station Indian Head, MD • AEGIS Surface Combat Systems Center, VA • Marine Corps Base Quantico, VA • Harpers Ferry Job Corps Center, VA • Potomac Job Corps Center, VA Maryland & Washington DC - Medical Centers & Youth Centers Zone • Malcolm Grow Medical Center @Andrews AFB • USNS Comfort @Baltimore, MD • St. Elizabeth's Hospital, Washington DC • Youth Services Center, Washington DC • New Beginnings Youth Development Center, Laurel, MD • Oak Hill Youth Center Laurel, MD Southern Virginia Zone • Ft. Lee, VA • Ft. Story, VA • Joint Base Langley-Eustis, VA • Joint Expeditionary Base East, Virginia Beach, VA • Naval Station Galley & Shipyard Norfolk,VA • Naval Fleet Combat Training Center, Dam Neck, VA • Naval Weapon Station Yorktown, VA • Naval Air Station Oceana, VA • Naval Air Base Little Creek, VA • Marine Corps Camp Allen, VA • DSO Tidewater, VA • Ft.Pickett Army National Guard Blackstone, VA • Air National Guard Virginia Beach, VA • US Coast Guard Portsmouth, VA • Old Dominion Job Corps Center, VA Input and comments are requested concerning the consolidation of these zones into one large zone, intended for award to one contractor for a one-year base period plus two one-year option periods. Please consider the following questions: Does the consolidation of these previously separate zones support, limit or negate your ability to offer? What effect, if any, will consolidating the zones have on your proposed pricing? If affirmative, please provide an estimate of any cost decreases or increases that may result (on a simple percentage basis). Each CONUS subsistence prime vendor solicitation requires an offeror to submit one price per item. Each line item's Unit Price is comprised of Delivered Price plus Distribution Price. Delivered Price is the manufacturer's cost of product delivered to the distributor's warehouse inclusive of standard freight, and can be changed weekly during contract performance. Delivered Price must be documented with a manufacturer's invoice. Distribution Price is a firm fixed price dollar amount offered by the prime vendor which encompasses all its other costs and profit, if any. Will you be able to adhere to this pricing structure under one zone? Specifically, by providing one price per item with a manufacturer's invoice as proof of Delivered Price, as well as actual freight cost? Would you be able to support the entire zone out of one distribution warehouse? Mutliple warehouses? If so, how many and where are they located? Would there be any issues with Department of Transportation (DoT) regulations concerning maximum drive times or other related regulations? Would you be able to reach each customer listed above on a regular basis to support just-in-time delivery? In the event of the consolidation of these zones, the resulting Request for Proposals (RFP) would utilize Lowest Price Technically Acceptable (LPTA) procedures as the method of evaluation. By offering, contractors would commit to meeting the full requirements of the RFP. We encourage your participation; please share your ideas on the feasibility of this initiative. Your written comments, suggestions and ideas regarding this proposal will be treated as confidential and for Government use only. Please provide your responses via mail or email, by June 13, 2011 at 3:00 p.m. EDT to the following address: DLA Troop Support Philadelphia Directorate of Subsistence/Prime Vendor CONUS ATTN: FTAA/Joseph Hauser/Contracting Officer joseph.hauser@dla.mil 700 Robbins Ave Philadelphia, PA 19111
