Description
NASA/KSC has a requirement for one high-speed camera for the ConstellationPrograms Weather Subsystem1.)Phantom V710 Camera. Qty 1 EA2.)Lens Mount, Canon EOS Mount for New V series Flex. Qty 1 EA3.)Lens EOS Mount 24-70mm. Qty 1 EANASA/KSC intends to purchase the items from Vision Research. This camera model has beenincorporated into the Weather Subsystem Lightning Detection System Design. The requestedcamera for this purchase will serve as comlementary unit and be integrated into thecurrent WX Lightning Monitoring System in order to capture Pad related lightning eventsfrom a few miles away.In order to increase analysis capability of the WX subsysem, ahigher frame rate at full HD resolution is required. The camera will utilize the WXsubsystem infrastructure and software to monitor, trigger and downloand associated data. The enclosure that will host the camera will be of the same type as those utilized forthe WX Phantom v310 high speed cameras deployed within the Weather Subsystem (WX) atLaunch Complex 39B at Kennedy Space Center (KSC). The procured unit must be identicalwith respect to mounting, control, communication and electrical interfaces as the camerascurrently being deployed in order to be integrated and used concurrently with thedeployed cameras. All of these requirements are accomplished by Vision Research PhantomV710 camera.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 18th, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
