Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501) with Laboratory Supply Company (LABSCO), 112 Griffith Plaza Drive, Winston Salem, NC 27103. The requirement is for an automated compact immunoassay laboratory analyzer. This analyzer system shall be less than 100 lbs and less than or equal to 30 W x 30 H x 30 L. The system shall deliver results in less than 20 minutes to maximize turn-around time and patient care (at least 40 samples per hour). This system shall allow for a sample capacity of up to 64 and a reagent capacity of up to 12. The system shall allow for a laboratory information system connection (LIS) using a bi-directional interface. This system shall include quality control software to track reagents in the system and provide statistical data at any time. The system shall allow for random access with continuous sample accessibility which allows for urgent testing capability or STAT capability. The system shall include barcode reagent scanning, at least 4 liters containment for waste, and at least 4 liters containment for other system liquids. The system shall be compatible with test tubes from 11-17mm diameter. A starter set of the following consumables shall be included the system procurement: reagents, reaction plates, dilution plates, solutions, and buffer. The system shall meet the following electrical requirements: 110VAC, less than 10Amps, 60 Hz, and single phase. The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. Based on the above information, the only technically acceptable system is provided by LABSCO. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
