Description
SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the design and construction of a Natural Gas Fueled Combined Heat and Power Plant. The contractor shall furnish all labor, design, materials, supplies, and travel, to perform work under this project. The work will include, but not be limited to: general construction, alterations, mechanical, plumbing, fire protection, utility systems, necessary removal of existing structures, construction, and certain other items. PROJECT SCOPE: The contractor shall furnish all Design-Build services necessary to provide a mid-sized 650 kW unit that will be placed in an existing mechanical space. The existing space will require demolition of an un-serviceable boiler, review of existing power feeder cable and entrance power panel, and possible expansion if the new equipment cannot be accommodated in the existing space. The project scope also includes, but is not limited to: state of New Hampshire emissions control, natural gas service, natural gas utility meter (NGRID), monitoring equipment, generator controls, power metering, NSTAR required power metering, NSTAR required data acquisition, computer control equipment, and facility interconnection equipment. The contractor shall also provide utility interconnection equipment including, but not limited to: transformers, switchgear, and protective relays; computer control software; and associated ancillary materials and equipment, site civil work, paving, concrete foundations, building structures and permanent steel platforms, stairs, handrail and ladders. The project scope may also include Guarantee Period Services (GPS) that will include, but not be limited to: equipment maintenance services on the specified pieces of contractor-installed equipment. These services, if included in the solicitation, will run consecutively with the one year warranty period required under the contract. Also, Payment and Performance bonds will be required to provide coverage for both the Construction and Guarantee Period Services portions of the contract. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Woman-Owned Small Business set aside. Offers received from other than Woman-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about Thursday, June 23, 2011 and proposals will be due on Tuesday, August 2, 2011 at 3:00PM (EDT), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The period of performance shall be 365 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. The point of contact is Shaun McWeeny who can be reached by email at shaun.mcweeny@va.gov.
