This acquisition is set aside - Competitive 8(a) acquisition limited to firms with a Small Business Administration (SBA) validated bona fide place of business within the San Antonio, Texas SBA District (District Office 0681). An offeror must be a certified 8(a) within Region 0681 prior to the closing date of the solicitation. The NAICS code is 237310 and the Size Standard is $33.5M. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Contractor must be registered in Central Contractor Registration prior to award in accordance with FAR Part 4.1102 and DFARS 252.204-7004. Registration may be accomplished at http://www.ccr.gov. Additionally, the offeror must be familiar with policies and procedures IAW FAR Part 14 Sealed Bidding (http://farsite.hill.af.mil/ ). The Scope of work consists of repairing the Critical Pavements at the Auxiliary Airfield in Sequin, Texas in accordance with the Statement of Work, applicable drawings and specifications. In particular, the contractor shall provide all labor, material, equipment, tools and supervision to include, but not limited to, demolition and construction of roads, aprons, taxiways, removals and miscellaneous work. The date for opening bids will be 08 Jul 2011 at 1:00pm Central Standard time. Instructions for Base Access: (1) Bid attendees must submit a request for Randolph Air Force Base access to Mr. Ray Gandia at Radames.Gandia@US.AF.MIL after the site visit to the Sequin Auxiliary Airfield has concluded, but no later than 1430 hrs (2:30 pm CST) four business days prior to the public bid opening. The vetting process requires the attendees full legal name, last four digits of the attendee social security number, a valid and current State Identification card number or State Drivers license number to the point of contact listed above. (2) A receipt confirmation email shall be sent to those who have submitted a base access request, additionally, notification will be provided to any guest not allowed to enter the installation due to derogatory information found during the vetting process. (3) Those attendees that have received confirmation of compliance with paragraph (2), may proceed to the Main Gate and present identification per paragraph (4), to be compared to the authorized list. This does not preclude the Gate Guard from denying base access to any visitor, nor does it mittigate the responsibility of the attendee from anticipating any delays. (4) Bidders planning to attend the public bid opening and are not on the authorized list should allow enough time to process through the Visitor Center at the Main Gate in order to arrive at the 902nd Contracting Squadron, building 224, Conference Room 123 by the appointed time. Contractors are required to show a current State Identification or driver's license, vehicle registration, and vehicle insurance or rental agreement if applicable. Processing through the Visitor Center can be very lengthy and attendees should plan accordingly; a 3 hour minimum window is encouraged. Additionally, there is a railroad crossing on the main road leading to the main gate that vistors must take into consideration. Work will commence within 10 calendar days from the issuance of the Notice To Proceed (NTP) with the expected period of performance is 150 calendar days. The Site visit will be at the place of performance, 1023 Airport Road, Sequin, Texas 78155, on 17 Jun 11 at 9:00am sharp. It is imperative that prospective bidders bring their subcontractors at this time. All bids shall be delivered to the Contracting Officer no later than 1:00pm (1300 hrs) on 08 Jul 11 and shall be valid for a minimum of 60 days. It is the sole responsibility of the Offeror to assure timely submission of 1 (one) hard copy accompanied by an electronic copy (Disc). Sealed bid shall be submitted to: Contracting Office Attention: Frank Melchione 902 CONS/LGCA - FA3089 395 B STREET WEST STE 2 RANDOLPH AFB TX 78150-4525 Public bid opening will commence at 1:00pm (1300 hrs) on 08 Jul 11 in building 224 of the 902 Contracting Squadron, in conference room 123. Bids will be evaluated and awarded on the basis of price and other price-related factors; award shall not be made until all required approvals have been obtained and the award otherwise conforms with FAR Part 14 subpart 103-2. The Davis-Bacon Act (40 U.S.C. 3141 et seq.) applies in this solicitation. Check the http://www.wdol.gov for the current wage determination information from the Department of Labor. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation; Federal Acquisition Circular 2005-37. Place of Performance: Seguin Aux. There is no fee for this solicitation; it is the responsibility of the Offeror to check the website for any changes to the solicitation. Offeror is required to provide a signed copy of the SF1442 solicitation at the time and place specified for receipt of proposals. There will be a public bid opening; Optional Form 17, sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number and the date and time proposals are due. Contractors shall be capable of securing bonds for a minimum of $1Million. At any time during the performance of the contract, the Contracting Officer can require the contractor to increase bonding capabilities. Contractors that are debarred, suspended, or proposed for debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date.
