Description
Performance Work Statement SPECIAL NOTICE FEMA Pre-Solicitation announcement HSFEHQ-11-R-0041 for Housing Inspection Services, posted March 21, 2011 was posted in error and was canceled completely. This notice is provided for industry feedback purposes only. FEMA is requesting feedback on the industry standards, processes and changes in respect to housing inspection services and technology used to perform these services. Questions provided in response to this special notice shall not be answered and the information provided by industry to FEMA will not be published for public view. This is not a Request for Proposals (RFP), or a pre-solicitation notice, but for planning purposes only. An RFP or contract award will not be executed from this announcement. This notice shall also serve to give advance notification of the Government's intent to make multiple award contracts in support of FEMAs Individual Housing Program (IHP). It is anticipated that contracts award will be determined on a Best Value basis. FEMA will be driven to award the number of contracts that the budget will allow based on competitive cost which includes the readiness cost proposed. The scope of deliverables will include but are not limited to: the collecting and reporting of disaster housing damage information gathered by an on-site inspection or use of alternative information gathering methodologies such as aerial imagery. FEMA's small business subcontracting goals for the Individual Housing Program (IHP) will be identified at a later date. We encourage vendors to provide comments and recommendations regarding the attached Performance Work Statement (PWS). The applicable North American Industry Classification System (NAICS) for this requirement is 541350 - Building Inspection Services. Any questions regarding this notice must be submitted by email to sean.g.williams@dhs.gov no later than June 23, 2011 at 12:00 EST.
