Description
CONSTRUCTION PROJECT - Construction Project 649-11-106, Modernize-Replace Communications Infrastructure Phase I, II & III, Bob Stump VA Medical Center. The Phoenix VA Healthcare System (PVAHCS), Phoenix Arizona, intends to issue a solicitation requesting proposals to provide all work shown on the drawings and included in the specifications. Work includes, but is not limited to: total replacement of the existing fiber backbone with high speed single mode and high speed multi-mode fiber. The Northern Arizona VA Health Center fiber optic communications system has developed over time on an "as-needed" basis, connecting computer servers to terminal locations, fire alarms, security monitors and building digital control systems to monitoring stations at the Boiler Plant and the VA Police Department. Most of the connections between the buildings are routed through the steam tunnels, and where no steam tunnels existed, underground conduit has been installed to connect the steam tunnels to the terminal locations to complete the fiber communication runs. Some sections of the existing fiber optic network have been in service for over 25 years, well beyond its expected service life. By current standards, the existing fiber system is extremely slow, and for the most part, incapable of carrying any additional data. The system is also based on the assumption that optical fiber is inherently secure and that data couldn't be "siphoned" off the system. The NAVAHCS fiber optic infrastructure does not meet current industry, VA or NIST 800-53 standards. Our current fiber optic distribution system is working at capacity and more capacity is needed. The system also needs to be secured against data theft, and a substantial portion of the system has degraded to an unacceptable level of reliability. The problems with the system are system-wide and cannot be reasonably addressed on a case-by-case basis. A full scope of work will be included in the solicitation documents. Performance Period is 180 calendar days after receiving Notice to Proceed. Complete drawings and specifications will be included in the solicitation document that will be available on FedBizOpps on or about June 23, 2011. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. Interested parties are strongly encouraged to attend a site visit on Thursday, June 30, 2011 at 10:00 am at NAVAHCS, Building 155, 500 Highway 89 N. All bidders/contractors are strongly urged to attend as there will only be ONE Pre-Bid Conference/Site Visit for this project. Due to anticipated response and limited space, please limit the number of attendees in your group. Contractors shall contact Justin Hicks, Contract Specialist, to indicate their interest in attending the Pre-Bid Conference/Site Visit. Requests, in the form of an e-mail message to Justin.Hicks@va.gov, must be received by the Contracting Officer no later than Wednesday, June 29 15th, 2011 at 2:00PM local time. Solicitation responses will be due in the Contracting Office no later than Tuesday, July 26, 2011 at 2:00 pm local time. Proposal submissions shall be electronic copies submitted via the VA Vendor Portal. Information and instruction regarding the VA Vendor Portal will be included with the solicitation. Telegraphic, email, and facsimile proposals ARE PROHIBITED. This project requires the proposers/contractors to secure bonding. All proposers shall be registered and verified in the www.ccr.gov and www.vetbiz.gov and https://orca.bpn.gov/ in order to be eligible for award. This procurement is 100 percent set aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB). The NAICS code is 238210. The associated size standard for this procurement is $14.0 million dollars in average gross annual receipts for the preceding three years. Project Magnitude: Between $1,000,000 and $2,000,000. Award is subject to availability of funding.
