- Synopsis: In accordance with Federal Acquisition Regulation (FAR) 15.201 "Exchange with industry before receipt of proposals" and (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the United States Agency for International Development (USAID) Project Description: USAID is assisting the Georgian operating utility, Georgian State Electrosystem, Ltd. (GSE), to reestablish its 220 kV transmission system between the Menji and Tskaltubo substations. The transmission lines (Senaki 1 and 2) connecting these substations had been destroyed. The Senaki 1 and 2 transmission line were approximately 58.8 km (36.5 miles) in length. Of a total of 212 original structures only 3 are still in place. In addition, the bus terminals for the Senaki 1 and 2 transmission lines at the Menji and Tskaltubo substations are in disrepair and must be reconstructed. It is the intent of USAID to contract with a single or more than one EPC (engineer, procure and construct) contractor(s) for the reconstruction of the Senaki 1 and 2 transmission lines and for the necessary terminal reconstruction at the Menji and Tskaltubo substations. Engineering performance specifications and drawings (100% EPC Tender Documents) will be supplied to qualified contractor by USAID. The contractor will be provided with a centerline survey and a record of recent geotechnical investigations. It will be the responsibility of the successful contractor(s) to complete the engineering design process, supplement the survey and geotechnical information as required, procure all necessary materials and construct all required facilities. Anticipated Period of Performance: The anticipated period of performance is November 2011 - October 2012 The dollar magnitude of this construction project is more than $10,000,000. Capability Statement / Information Sought: Respondents shall provide general capabilities statements to address the following information: •· Offeror's name, address, points of contact, phone numbers, and e-mail addresses •· Staff experience, including availability and training •· Capability assessment to perform work •· Listing of completed similar projects (dates of construction) •· Corporate experience and management capabilities •· International experience (include contracting agency) •· Bonding capacity (in U.S. dollars) The Capabilities Statement for this Sources Sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pays for information solicited. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Respondents are advised that USAID is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
