- SYNOPSIS / PRE-SOLICITATION NOTICE NATIONAL GUARD BUREAU PROFESSIONAL AND ADMINISTRATIVE SUPPORT SERVICES (PASS) SCHEDULE VI Solicitation Number: W912JB-11-R-4001 Restrictions: HubZone Small Business Set Aside Title: PASS Schedule VI NAICS code: 541513 Location: 54 States, Territories and District of Columbia Solicitation Issue Date: Tentative June 28, 2011 Pre Proposal Conference: Tentative July 13, 2011 at 1:00 PM EST at Selfridge Air National Guard Base, MI (Macomb County) Closing Date: Tentative August 1, 2011 at 2:00 P.M. EST Award date: Tentative October 21, 2011 Attendance at the pre-proposal conference is not mandatory. The PowerPoint presentation, Attendance sheets and Question and Answers will be posted to FBO shortly after the conference. This effort is for competition of a National Guard Bureau (NGB) Professional and Administrative Support Services (PASS) contract. The purpose of the PASS contract is to enhance mission capability through the Army/Air National Guard and as such, the contract supports the 54 states and U. S. territories and the District of Columbia. THE SOLICITATION IS NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. The Government intends to award one single award Firm Fixed Price (labor hour/month and cost) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year plus four option years for the performance of Information Technology (IT) Services (professional and non-professional). The estimated value for the full contract term of 5 years is $70M. The primary North American Industry Classification Systems (NAICS) code is 541513. Within the category, there are both professional (exempt) and non-professional (non exempt) service descriptions. All services are non-personal in nature. This procurement includes the set-aside for award to a HUBZONE small business, providing sufficient qualified offerors present proposals. Businesses who anticipate proposing as a joint venture (JV) or with a mentor prot g agreement with a large business shall be required to provide the Small Business Administration's approval of their JV/mentor prot g agreement with their proposal submission. The Government intends to issue a solicitation, which will result in a best value award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFAR Part 215.3, Source Selection. Evaluation factors include, but are not limited to, Technical (experience and capability, management practices and approach, compensation plan), Past Performance and Price. The proposals will be submitted in written format. The Government intends to award without discussions; therefore, the offeror's initial proposal shall contain its best terms. The solicitation will be available on or about 28 June 2011. The solicitation and associated information will be available at the following website: https://www.fbo.gov/ and https://acquisition.army.mil/asfi/. The currently scheduled date for the pre-proposal conference is tentatively scheduled for 13 July 2011 at 1:00 p.m. local time at Selfridge Air National Guard Base, Mount Clemens, MI. All interested Offerors are encouraged to attend (attendance not required). Pre-registration is mandatory. A Base Access Form will be posted to FBO on or about 28 June 2011 which must be completed and return in accordance with the instructions on the form to gain base access to attend the conference. Directions and instructions for entering the base will be provided in the Base Access Form. The solicitation closing date is tentatively scheduled on 1 August 2011. Actual dates and times will be identified in the solicitation. Award is anticipated to be on or about 21 October 2011. All responsible HUBZONE small business sources may submit a proposal which shall be considered by the agency. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Offerors can register via the CCR website at http://www.ccr.gov or by contacting the CCR Information Center at (888) 227-2423. Interested Offerors are required to submit their representations and certifications online at http://orca.bpn.gov. Offerors will need their DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website.
