Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, NOT A REQUEST FOR PROPOSAL. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirement documents for an acquisition. Results of market research are used to determine whether qualified sources exist and whether commercial items are available to meet the requirement. One of the ways the Government conducts market research is to issue a Request for Information (RFI). Statement of Need The Region 5, U.S. Environmental Protection Agency (EPA) is interested in identifying innovative technologies or solutions for sustainable remediation and removal practices. In accordance with FAR Part 2, sustainable acquisitions mean acquiring goods and services in order to create and maintain conditions (1) under which humans and nature can exist in productive harmony; and (2) that permit fulfilling the social, economic, and other requirements of present and future generations. This includes practices which use or reuse resources efficiently and reduces external costs and negative impacts. The practices vary based upon locations, contamination, and strategies implemented. The U.S EPA, Region 5‘s territories of responsibilities include Minnesota, Wisconsin, Illinois, Indiana, Michigan, and Ohio. Requested Information Format The remedial solutions presented should be considered for actions to support Superfund and Brownfield cleanup sites. Responses are requested to be comprehensive and relevant. Solutions should clarify how the proposed solutions will impact energy and water use, minimize emissions and waste, and protect ecosystems. The solutions can consider alternative resource uses, redesign of systems or processes, or present new solutions/practices. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Information will be used for internal purposes. Respondees whose solutions are found to be interesting and applicable to the EPAs need maybe invited to share their solutions for further analysis and consideration to EPA personnel and/or prime contractors. Responses can be provided on storage media devices such as compact discs or thumb drives. Responses can be submitted via mail, fax, or email. Mailing paper responses is discouraged, but if necessary, follow simple green practices such as printing on double sided, postconsumer fiber paper using black ink only. For capability of viewing electronic submissions, use common, current and standard software such as Microsoft Office or Windows Media player. Please try to keep paper documents limited to 8 pages and emailed submissions to less than 10MB. There is no limit in size for electronic submissions on media storage devices.
