Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Marport Stout, Inc. of Snohomish, WA for a TE-150W Compact Trawl Explorer Net Sounder with standard options that include an RPO-0-00 Pitch, Roll DOO-0-0, SS-00-00 Master 144Khz distance Sensor MFX, and an M2REC, Receiver with accessories. **** The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Alaska Fisheries Science Center's (AFSC), need for updating current inventory of portable trawl monitoring equipment with newer equipment that still maintains communications compatibility with the old equipment. The AFSC outfits numerous chartered commercial fishing vessels and dedicated NOAA research vessels with standardized trawl monitoring systems for obtaining mission critical data. It is AFSC's goal to eventually replace all of their old stock as funds become available. Continuity in data collection, redundancy in operation and deployment, maintainability, and maximizing opportunities for exchange of gear between vessels are all important aspects of these portable systems. For the purpose of upgrading inventory, they have moved to Marport products which are uniquely compatible with AFSC's current Scanmar inventory of net mensuration equipment. The acoustic communications receiver is required to process the signals from underwater transmitting sensors into distance information to monitor the trawl gear's performance. These sensors must use C-2 or C-5 Boat Code and operate Channels 1-5. The Marport system is the only trawl system that meets all requirements and needs of NOAA /AFSC. Delivery by September 30, 2011. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
