- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command; Aircraft Division (NAWCAD) (AIR 2.5.1.3), Patuxent River, MD intends to negotiate a sole source contract with QinetiQ North America, Inc. 7918 Jones Branch Drive, STE 350, McLean, VA 22102, to provide engineering and technical support for Chief of Naval Operations (CNO) Project K-0416, Airborne Anti-Submarine Warfare Intelligence (AAI), Advanced Research, Development, Test and Evaluation Program, Program Executive Office AIR (PEO-A) ASW, Assault and Special Mission Programs, PMA-264. The sole source is based in accordance with the statutory authority permitting other than Full and Open Competition in U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. QinetiQ North America, Inc. is the only source with the technical capabilities, knowledge, and expertise to fulfill the requirements of in-flight data analysis, crew coordination, and training including expertise in Sound Pressure Level quantitative measurements and unique Anti-Submarine Warfare (ASW) expertise. The support includes operator machine interface support, field acquisition test data support, and system set-up support for project post mission systems. Specifically support services include: (1) Beartrap Wing CPRW-11 tasking including crew training via project analysis and post mission reviews. (2) Perform analysis using project post mission processors to process mission data, data reduction and target analysis on technical and data requirements for various systems and recommended data structures, analysis of specifications, and provide system design support. (3) Training tasks include classroom and hands-on training and the development, update technical, operational, and maintenance training curriculum of systems used by CNO Project K-0416 for squadron aircrews and maintainers. (4) Curriculum requirements support includes tasking to analyze and define training requirements and perform trade-off and feasibility studies. (5) Fleet support includes technical field site support, research and development for system reviews, program level interface with the Office of Naval Intelligence in support of measurements of new sensors. (6) Flight requirements include annual flight events, training events and in-flight data collection. All flight requirements are fulfilled on airframe platforms SH-60B and P-3C. Place of performance will be at the Naval Air Station (NAS), Jacksonville, FL - CPRW-11. This synopsis is not a request for competitive proposals. However, interested parties may identify interest and capability by responding to the requirements. The Government will consider all capability information received prior to the closing date of this synopsis. The anticipated award date is 1 December 2011. The period of performance for this effort will begin on 1 December 2011 through 30 November 2014 and consists of a base period with two one-year option periods of performance.
