Description
The U.S. Department of Education (ED), Office of Planning, Evaluation, and Policy Development (OPEPD) anticipates the release of the subject solicitation on or about June 22, 2011. It is determined that these services are commercial as defined in FAR 2.101. Description The Department of Education's Policy and Program Studies Service (PPSS) requires technical assistance and support services to Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grantees of the Fiscal Year (FY) 2011 GEAR UP grant competition. These services will support grantee efforts to access existing sources of longitudinal student-level data and to analyze that data for the purposes of performance reporting and continuous project improvement. The Department is interested in providing assistance and guidance to GEAR UP grantees as they move from collecting and reporting on data for accountability and compliance purposes to using data to improve practice and promote continuous improvement. Robust longitudinal data systems have been developed by many states and are a major source of information on student performance, enabling use of data to align program services with student needs, to examine student performance over time to measure academic improvement, and to compare student performance with targets. This requires grantees to have new skills and knowledge in understanding, accessing, analyzing, and using data to link data results to improve student performance. This requirement will assist grantees in acquiring new knowledge and skills by issuing a limited number of data utilization awards to grantees to support accessing and analyzing longitudinal student-level data to determine students' performance. Purpose and Objectives The primary goal of this technical assistance contract is to promote the use of high quality data in the reporting of student outcomes for GEAR UP participants and fostering continuous improvement with the GEAR UP program. In providing technical assistance, the contractor shall focus on assisting grantees in accessing existing sources of high quality data to obtain high quality outcome data on GEAR UP participants and analyzing data to inform grantee practices. To accomplish this, the contractor will perform the following activities: • Written reviews of the data access and data analysis designs presented in grantees' respective proposals, with recommendations for improvement to the designs. • Regular technical assistance telephone calls with the grantees to monitor the progress of accessing and analyzing data, to identify any challenges encountered, and to make suggestions for addressing these challenges. • Workshops at annual GEAR UP conferences to discuss challenges and issues in accessing and analyzing data. • Annual reports that summarize key elements of the progress of grantees, and discuss challenges encountered and resolutions implemented. • Develop an "On-Line Resource Center" to serve as an information hub, and provide grantees with a range of resource tools to enhance their knowledge and understanding of data usage as well as to assist them in accessing and analyzing data. The On-Line Resource Center will include as a key component an On-line Learning Community. • Conduct periodic site visits to grantees. The period of performance will be twelve (12) months with two one-year option periods.
