Description

This amended synopsis notice provides a revised deadline for submission by potential offerors desiring authorization to attend the pre-proposal conference for Request for Proposal (RFP) W58RGZ-11-R-0003 on 16 June 2011 at the Scientific Engineering Laboratory Addition (SELA) Auditorium in Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Building 5400, Redstone Arsenal, Alabama combined with a follow-on site visit at the Prototype Integration Facility (PIF), Building 5405, Redstone Arsenal, Alabama. The deadline for submission of requests for attendance is extended from on or about 1500 hours on 8 June 2011 to on or about 1200 hours CDST on 13 June 2011. This is the only revision to the deadline and no additional deadline extensions will be considered or granted by the Government. Any requests for pre-proposal attendance received after the deadline will not be considered. As a 100 percent competitive acquisition limited to 8(a) small business concerns, requests for attendance at the pre-proposal conference and offers from other than 8(a) small business concerns will not be considered. Foreign nationals or representatives are not allowed to participate in the pre-proposal conference nor the follow-on site visit at the PIF. The following procedures shall be utilized by any and all potential offerors requesting attendance at the PIF Pre-Proposal Conference and Follow-On Site Visit - potential offerors who submitted requests in compliance with the original deadline need not resubmit their request: 1) E-mail your request for attendance to Mr. Leslie E. Lancaster, Procuring Contracting Officer, at leslie.lancaster@us.army.mil, on or before 1200 hours on 13 June 2011. No other form of request will be accepted. 2) Potential offeror's are limited to five (5) attendees. In order to obtain authorization to attend the pre-proposal conference, the following information is required within the potential offeror's e-mail notification: a) Subject Line of E-Mail: Attendance Request for PIF Pre-Proposal Conference and Follow-On Site Visit b) Name of 8(a) Offeror and the Offeror's Complete Business Address c) 8(a) Offeror's Commercial and Government Entity (CAGE) Code d) 8(a) Offeror's Point of Contact (POC) and E-Mail Address as established within the Central Contractor Registration (CCR) system (www.ccr.gov) e) Name, Title, and Affiliation to Offeror for each attendee representing the Offeror (limited to a total of five attendees) and any special needs of the offeror's attendees, by name, and every attempt will be made to ensure the proper accommodations are arranged. f) Copy of the completed Prototype Integration Facility (PIF) Access Affidavit- available at the following URL: https://ams8.redstone.army.mil/acweb/acwebdba.acweb_systems_public2?p_system_id=1&p_link_id=647 3) Electronic devices of any type (mobile phones, laptops, personal digital assistants (PDA), pagers, etc.) are prohibited at the pre-proposal conference and at all locations within Buildings 5400 and 5405. 4) Potential offerors granted authorization to attend the pre-proposal conference and follow-on site visit will receive notification on or before 14 June 2011. Authorization will be provided electronically via e-mail to the POC provided in the potential offeror's e-mail notification request for attendance. The Procuring Contracting Officer's e-mail authorization will provide additional specifics associated with attendance for authorized attendees. No individuals will be allowed to enter the pre-proposal conference facilities without evidence of Procuring Contracting Officer authorization to attend the pre-proposal conference (i.e. a copy of the e-mail authorization) and original signatures on the completed PIF Access Affidavit. 5) Any delay or failure on the part of potential offerors to request attendance or lack of attendance at the pre-proposal conference will not constitute a justification for an extension to the required deadline for submission of requests for attendance at the pre-proposal conference nor the proposal submission date.
