- This public announcement is being issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.2.4. The FAA, William J. Hughes Technical Center intends to issue a Phase III, Small Business Innovative Research (SBIR) Contract to CHI Systems Inc., of Fort Washington, PA. The purpose of the SBIR program is to stimulate technological innovation by increasing small business participation in federally funded Research and Development (R&D). SBIR Phase III contracts can be entered into without competition, in accordance with 20 U.S.C. 2304(b)(2) and 41 U.S.C. 253(b)(2). The Phase I and Phase II awards made by the United States Air Force satisfy any statutory provisions for competition. The proposed contract is for a 12 month Base Year and two 6 month options periods. The FAA is pursuing the use of software agents as Human Behavioral Representations as synthetic simulation pilots and air traffic controllers. The use of synthetic simulation pilots in high fidelity air traffic control simulation will reduce the cost of Human-In-The-Loop experiments. The use of synthetic air traffic controllers will enhance the fidelity of sectors adjacent to the sectors under study. The FAA may also use synthetic air traffic controllers to explore, evaluate and compare various design alternatives in preparation for the Next Generation Air Traffic Control System (NextGen). To minimize risk and cost, the FAA is using software developed under existing SBIR contracts F33615-03-M-6347 (Phase I) and FA8650-04-C-6455 (Phase II). CHI Systems Inc., is uniquely qualified to perform the work required under the proposed contract on the basis of unique products and specialized expertise currently at hand. This is not a request for proposal synopsis nor is the FAA seeking or accepting unsolicited proposals. The FAA is not liable for costs associated with replies to this announcement.
