Description
Synopsis of the Energy Reduction Project in a MS Word format. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the opening date. Contractor shall furnish all plant, labor, equipment, tools, materials, supplies, supervision, and any incidentals necessary to perform a base wide energy reduction which involves, but not limited to, the following tasks: replacement of a chiller, replace 14,012 32W T8 lamps in twenty seven base facilities with 28W T8 lamps, replace 530 light switches with occupancy sensing light controls in twenty base facilities, replace 2,250 incandscent bulbs in eight facilities with CFLs (Compact Fluorscent Lamps), replace 90 existing incandscent flood lights with CFLs, replace 44 T12 lightning fixtures with 28W T8 lamps and electronic ballasts, replace existing split A/C systems (four 5 ton units, two 7.5 units, and one 4 ton unit) in seven facilities, install two DDC controllers and utilize preexisting scheduling functionality per controller, and conduct one light survey to verify the quantity of lights needed to be replaced, add 9,400 sq ft of insulation to the base high bay facility, and insulate three hot water storage tanks and supply lines. OPTIONAL LINE ITEMS: replacement of a total of five biolers. The above general description of work does not in any way limit the responsibility of the Contractor to perform all work, plant, supervision, management, quality control, labor, tools, equipment, appliances, and other material and performance in strict accordance with the specifications and drawings, and subject to the terms and conditions of the contract. The work is to take place on Goodfellow AFB, San Angelo, TX 76908. The NAICS code for this acquisition is 236220 and the small business size standard is $33.5 million. This acquisition is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Only proposals from SDVOSB businesses shall be considered for award. The magnitude of this project is between $500,000 and $1,000,000. Performance time shall not exceed 365 calendar days after issuance of the Notice To Proceed (NTP). All responsible sources may submit a proposal to be considered. The solicitation will be available via FedBizOpps website on or about June 24, 2011. The solicitation due date will be on or about July 28, 2011 with anticipated award date on or about August 12, 2011. All requests for clarification relating to this Request For Proposals (RFP) must be brought to the attention of the contract administrator SSgt Chad Manson at (325) 654-5805, faxed to (325)-654-5149, or e-mailed to chad.manson@goodfellow.af.mil. In accordance with FAR 52.236-27 all offerors are urged and expected to inspect the site where the work will be performed. A site visit will be conducted on or about July 20, 2011. Access to the site will be limited to the organized site visit only. The exact date and time of the site visit and proposal due date will be stated in the solicitation package. The government contemplates award of a Firm Fixed Price contract to the responsible offeror whose proposal conforms to the requirements of the solicitation and is most advantageous to the Government. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 in order to receive award.
