- 1. The solicitation's for both the Standard and Compact Model requires "Vehicle Securement Points (to stabilize device in vehicle)". This infers that the device will not be occupied by the user while being transported and that the securement points are intended to only secure the device while in transit. Yet the standard referenced in the description (April 2000 Supplement to ANSI/RESNA WC/Vol. 1 - 1998) is a test standard that only tests the device while occupied by a user. The requirement and the referenced standard seem to be contradictory. So, is the requirement intended to be: A. Provide securement points to stablize the device in a vehicle without an occupant seated in the device (which is inferred by the requirement)? or B. Provide transit tie-down brackets that are intended to secure both the device and the occupant while being transported in a vehicle (which is inferred by the standard used)? 2. If the answer above is A, then which standard shall be the referenced test standard? We are not aware of a standard that tests unoccupied devices while being transported. Or, if the answer above is B, we are concerned that this may limit the pool of prospective products since, as is listed on the RERC on Transit web-site(http://www.rercwts.org/RERC_WTS2_KT/RERC_WTS2_KT_Stand/RERC_WTS2_19_Chart.html), there are, to the best of our knowledge, no power wheelchairs with Captains style seats that meet the specified test standard. 3. In the Required Options portion of the solicitation, a requirement for "Back Support" is listed with the description of "Back Cane pair adjustable over 3" span". It is unclear as to what the purpose of the back canes are. Are the back canes intended to provide a mounting location for a custom backrest other than the Captains style backrest specified as the required option backsupport, or are the back canes intended to provide an attendent with push handles that operate in conjuction with the Captains style backrest specified as a required option? Secondly, the "adjustable over 3" span" is unclear. Is the 3" of adjustment intended to be a height adjustment of the back canes or a lateral adjustment? Finally, if the adjustment is a lateral one, does each cane need to adjust a total of 3", or does the combined width between the two canes need to be adjustable by a total of 3"?
