Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology have intent to issue a purchase order to Spectro Analytical Instruments, Inc. for the model SPECTRO ARCOS EOP spectrometer. The acquisition is for inductively coupled plasma atomic emission spectrometer (ICP-AES) with operating software, autosampler, cooling system, laboratory bench to safely secure the instrument and the following specifications: an axial torch arrangement; capable of measuring wavelengths from at least 130 to 800 nm; full spectral bandwith data collection; ability to post-process any alement or line at a later date, even if that line was not originally included in the analysis; 8 pm optical resolution; ability to measure transient scans to allow for seperation step (e.g. liquid chromatography) prior to introduction into the plasma, when required; ability to add oxygen to the plasma for the analysis of samples in organic solvents. Ability to measure 2 lines at the specified wavelengths for the following elements: Al at 167 & 396 nm, As at 189 & 193 nm, Fe at 259 & 273nm, Fb at 168 & 220 nm; quantify sample sizes of 5 ml or less; sealed optic chamber with long-term stability that does not require a consumable purge gas to be able to measure low UV wavelengths.. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2011-Q-13538. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Spectro Analytical Instruments, Inc., 91 McKee Drive, Mahwah, NJ 07430 as the only source and a purchase order will be issued without any additional notices being posted.
