- Class Justification for Other than Full and Open Competition Brief Description of Work: The contractor shall provide technical assistance in evaluating License Amendment Requests (LARs) related to transition to the new risk-informed fire protection licensing basis (NFPA 805 Rule) or Title 10, Code of Federal Regulations (10 CFR) 50.48(c), NFPA 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants," 2001 Edition. The objective of this contract is to obtain fire protection, fire probabilistic risk assessment and regulatory expertise from the contractor, on a task ordering basis, to assist the staff in determining the safety adequacy of the NFPA 805 LARs consistent with the Standard Review Plan (NUREG-0800, Section 9.5.1.2) and in accordance with the rule language in Section 10 CFR 50.48(c)(3)(i). This procurement was a non-competitive action under FAR Part 6.302-3. A cost-plus-fixed-fee type contract was suitable in this instance due to uncertainties involved in contract perfomance that do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
