Description
This is a Pre-Solicitation Notice. The National Marine Mammal Laboratory (NMML), Alaska Fisheries Science Center (AFSC), Seattle, WA intends to procure monumental art to commemorate the 100 th anniversary of the North Pacific Fur Seal Treaty of 1911. The monument art will be presented to each of the two communities of the Pribilof Islands - St. Paul and St. George. The basic concept of the monuments is life-sized sculptural depictions of a small group of fur seals being observed by an Aleut man. The sculptures are to be cast in heavy bronze suitable for permanent installation outside in a coastal marine environment. Identical installations of the sculptures are to be installed on both St. Paul and St. George Islands. The contractor shall design, produce, and deliver the sculptures to NMML in Seattle, WA, for subsequent installation by NMML on the Pribilof Islands. The specifications of the sculptures follow: 1. The sculptures are to be rendered in life-sized form using a realistic style resulting in life-like depictions of the man and fur seals. 2. Specifications of the Aleut man: adult male, 5'10" tall, medium build and dressed in attire appropriate for an Aleut man working in the fur seal harvest during 1911. 3. Specifications of the fur seals: a group of five subadult (i.e., 3-4 years old) northern fur seals ( Callorhinus ursinus ). In life, the size of each of these fur seals would be approximately 52-58 inches long (when measured supine, from nose to tip of tail) and with each weighing approximately 87-135 pounds. 4. Grouping: the man should be crafted as an independent sculpture that will be mounted on its own base approximately 8-12 feet from the fur seals. The five fur seals should be crafted either as a group of five, each in contact with another (i.e., finished as one piece), or as a group of four with a separate, fifth individual approximately 1-2 feet away (i.e., finished as two separate fur seal pieces). 5. Orientation of the sculpture when installed: the current plan calls for installing the man and fur seals at ground level (i.e., appearing to stand on the natural grade - which may be a "naturalized" concrete foundation). 6. Drainage: the sculptures will be installed in a wet and windy coastal environment. The human and fur seal figures should be sculpted and configured in such a way as to minimize the collection or retention of standing water on the surface of the sculptures. 7. Anchors: the sculptures should be crafted with robust anchors suitable for being secured permanently to a concrete foundation. 8. Bronze: the bronze used to cast the sculptures must be of marine quality alloy to withstand many decades of exposure to saltwater conditions along the ocean shoreline. 9. Structural considerations: the thickness of the bronze casting and internal structural supports must be sufficiently robust to anchor the sculptures to the foundation(s) securely and to withstand exposure to weather, high winds, and respectful interactions with humans (e.g., children or adults sitting on the seals, posing for photos with an arm around the man). 10. Patina: the bronze surface of the sculptures must be finished with an appropriate patina suited to the marine environment in which the sculptures will be installed. The period of performance is the date of award through November 30, 2011. A preliminary life-sized mockup of the man and fur seals (e.g., an illustration on rigid board or a model) of the final sculpture design will be "unveiled" on St. Paul Island on 4 August 2011 during a ceremony commemorating the 100 th anniversary of the Fur Seal Treaty and must be delivered to NMML in Seattle, by July 25, 2011. The North American Industry Classification Code (NAICS) is 711510 with a size standard of $7 million. A Request for Quotation (RFQ) may be available on or about July 5, 2011 at http://www.fedbizopps.gov/. The estimated response due date is July 15, 2011; however, the actual date offers are due will be stated within the RFQ documents. Paper copies of this RFQ will not be issued. Interested parties should use the FedBizOpps features which provide a notification when the RFQ becomes available for download as well as all postings of information associated with this RFQ, thereafter. Each potential contractor is responsible for checking the FedBizOpps website to gain all current information related to the RFQ. The RFQ and any further announcements regarding the RFQ will be posted only at http://www.fedbizopps.gov/.
