- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and is 100% set aside for small businesses. The associated North American Industry Classification System (NACIS) code for the procurement is 334516 and the Small Business size standard is 500 employees. The US Army Corps of Engineers, Engineer Research and Development Center Contracting Office, has a requirement for a FTIR portable spectrometer. U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) Topographic Engineering Center (TEC) 7701 Telegraph Road Alexandria, Virginia 22315-3864 Specifications: The remote sensing team of ERDC Alexandria is coalescing their field testing and ground validation of VIS/SWIR remote sensing with TIR investigations. The group is currently involved in VIS and SWIR hyperspectral reflectance applications for identifying, tracking, locating materials, and change detection, among other applications between the 0.35 and 2.5 m wavelength region. However, the nature of this work has justified the need for an FTIR portable spectrometer that can extend our spectral coverage from 2.5 to 15 m, a common wavelength region for studying natural surface materials such as rocks and soils. This instrument will increase our ability to discriminate between earth and non-earth-based materials, and monitor transient spectral behaviors under various environmental conditions, with increased accuracy. The nature of this work has justified the need for a lightweight and easily portable instrument that can maintain at least 4 hours of continuous operation, and does not require liquid nitrogen or desiccant packs that would hinder the team's mobility in remote field experiments. The system must be controlled by a PDA system via Bluetooth, and a cable connection must also be an option for lightweight portability. The system should also be controllable by a laptop computer via cable and Bluetooth that can also allow us to conduct indoor laboratory data collection and analysis. Other requirements for the spectrometer include: software that allows for spectral library creation, instrument optimization to collect data in Diffuse Reflectance mode (complementary to the VIS/SWIR data), and a one-handed configuration to allow the user to hold on to a support structure on rough terrain while advancing through software, concomitantly. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-50. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable.
