- This is the formal synopsis for the sources sought synopsis, FA8250-10-A-F16PR that was posted on 15 June 2010. Solicitation Number: FA8252-11-R-50027 Description: F-16 INITIAL PROVISIONING AND SPARES The 748 Supply Chain Management Group (SCMG) intends to issue a solicitation for the purpose of identifying potential sources capable of providing F-16 initial provisioning data, spares and support equipment, at all supply and maintenance levels during aircraft production. The Government will not reimburse any costs for providing any information, documentation, and/or data submitted or preparation costs for submittals in response to this solicitation. In addition, the Government will not pay for any costs associated with participation in demonstrations. Initial responses are due to this solicitation by 5 September 2011. This contract is to define, develop, and purchase initial provisioning documentation and recommended initial provisioning spares to support the F-16 aircraft. Provisioning documentation includes predictable and unpredictable data. It secures supplies and data for modification programs, and new systems as they are included on the aircraft. These initial efforts will support the end items at the least cost to the Government until follow-on replenishment spares can be procured. The solicitation number for this acquisition is FA8252-11-R-50027 and is issued as a Request for Proposal (RFP). This solicitation is to be awarded Sole Source Firm Fixed Price repair contract to Lockheed Martin Corporation, DBA Lockheed Martin Aeronautics Company (LM Aero), Lockheed Blvd, Fort Worth, TX 76108-0000, CAGE Code 81755. The North American Industry Classification System is 336413. The Statutory Authority permitting other than full and open competition is: 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1-Only One or Limited Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. The above authority was selected because LM Aero is the only known source with technical data and manufacturing experience for F-16 initial provisioning and spares. The period of performance will consist of a five (5) year basic. The estimated award date is 19 December 2011 with performance and delivery through 18 December 2016. The total contract period will not exceed five (5) years. The USAF is issuing this request in an effort to identify contractors who are qualified to conduct the following tasks: Develop a capability to define, develop, and deliver initial provisioning documentation and recommend initial provisioning spares to support the F-16 aircraft. The contractor shall prepare provisioning documentation using the Logistics Support Analysis 036 format (LSA-036) format and delivered to 418 SCMS/GULAAC via the D220 Mechanized Provisioning System, which is the sole initial provisioning archive database for the USAF and our customers. This will require the contractor to be able to establish their database and systems with interface capability with the government systems. The contractor shall compute the recommended spares quantities to initially support the USAF and its customers and include the data in the provisioning documentation. The contractor must have the capability to access the F-16 design history, baseline, or the necessary F-16 engineering data for all aircraft models, in all of the World-wide configurations. The government cannot presently provide that data. Companies responding must describe how they will obtain and/or develop the necessary data. The contractor must be able to utilize this data to develop engineering changes, provide data, and deliver the resulting recommended spares lists required for initial provisioning spares. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR) prior to solicitation closing date. Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. The solicitation will be issued on or about 2 July 2011, and will be available to view and download on the Federal Business Opportunities (FBO) website: http://www.fbo/gov/.
