Description
The Air Armament Center, Long Range Systems Division, MALD Branch, intends to award a three year sole-source IDIQ contract under the authority of FAR 6.302-1 to Raytheon Missile Systems (Tucson, AZ) for program support of the Miniature Air Launched Decoy (MALD) and MALD Jammer (MALD-J) programs. The contract maximum value is estimated to be $40 million. Raytheon Missile Systems is the only known company that has the detailed knowledge necessary to provide this required MALD/MALD-J specific support. No government owned technical data package exists to provide to other companies. This support is for non-routine engineering support activities that are not within the scope of the current development or production contracts. Types of effort that may be ordered under this IDIQ contract include, but are not limited to: Support of the Government's Operational Safety, Suitability and Effectiveness (OSS&E program), procurement of Range Safety Systems (RSS), Reliability Assessment Program (RAP), Support of Initial or Follow-On Operational Test and Evaluation (IOT&E) activity, MALD/MALD-J/MALD-J Increment II manufacturing risk mitigation, and additional Explosive Ordinance Disposal, mission planning software support, non-warranted assessment and repair, and taskings that cannot be funded under Interim Contractor Support or Contractor Logistics Support. The only known responsible source that can satisfy these requirements is Raytheon Missile Systems (RMS) the original MALD producer and sustainment provider because it solely possesses the critical vehicle information and qualified vehicle design to meet Government's requirements. No technical data package is available from the Government. FAR 5.207(c)(15)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received 15 calendar days after date of post. The AFFARS clause 5352.201-9101, Ombudsman, is applicable to this procurement.
