Description
This is a request for information only. This request for information is for planning purposes only; this is not a Request for Quotations or Proposals. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding or in any subsequent exchange of information. All proprietary and restricted information shall be clearly marked. All interested sources should provide a product brochure, company literature or information that details their product. All submissions should include company name, point of contact to include name, position, telephone number, and email address. All interested parties with significant past performance experience in producing radar systems are encouraged to respond to this RFI by providing the following information on or before 17:00 (EDST) on 30 June 2011. Responses to this RFI must be unclassified and should not exceed 40 pages in length. All responses shall be transmitted electronically to the Interactive Business Opportunity Page (IBOP) at https://abop.monmouth.army.mil, under the Army Pre-Award, CECOM LCMC Market Research section, subject as above. The US Army, PM Radars is seeking sources and information for a lightweight, man-portable weapon location sensor that provides continuous 360-degree surveillance and enables accurate detection of mortar locations up to a range of five kilometers. This systems' performance is detailed in the "LCMR Performance Specification For the LIGHTWEIGHT COUNTER MORTAR RADAR (LCMR), AN/TPQ-48 and AN/TPQ-48A, REV 1.5" dated 1 June 2010 and the "LCMR Performance Specification For the LIGHTWEIGHT COUNTER MORTAR RADAR (LCMR), AN/TPQ-49, REV 2" dated 1 June 2010, attached in the "Links to Drawings" section of the IBOP Market Research Page. PM Radars proposes to acquire LCMR AN/TPQ-48A and AN/TPQ-49 Systems (to include float quantities) and initial spares for the Foreign Military Sales (FMS) customers and other users. In addition to the systems, PM Radars proposes to acquire the following for the Army, the FMS customers and other users: training, nomenclature changes, technical manual updates, training material updates, development and procurement of ruggedized enclosures, and AN/TPQ-49 Upgrade Kits (with and without the LN 270). A Cost-Plus-Fixed-Fee (CPFF) line item will be added to the contract for engineering and technical support efforts related to manufacturing/production of systems, such as, IATO, frequency authorizations, analysis of frequency data for PM Radars use in obtaining these approvals. The Government possesses no technical data package for the LCMR Program. Item Definition: The LCMR AN/TPQ-48A and AN/TPQ-49 are lightweight, 360-degree, rapidly deployable, man-transportable, digitally connected, day/night mortar locating radars that use computer-controlled signal processing of the radar signal data to perform target detection, verification, tracking, and classification of enemy and friendly mortars. The systems consist of an Antenna and Radar Cylinder that is powered by battery or external generator. Data processing is performed by the Radar Processor (RP) and Portable Display Unit (Laptop). The current LCMR Systems are being produced by SRCTec, North Syracuse, NY and have demonstrated the following: Range and Accuracy Performance in an Actual Environment of 100m TLE (50% CEP) from 1km out to 5km on 60mm, 81mm, 120mm Mortars. Other considerations: PM Radars is seeking potential respondents who can demonstrate the existing LCMR functionality to provide these systems within 9 months of any contract award.
