Description
Combined Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM20-11-Q-0005 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-52 dated May 31, 2011. The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $30.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. The U.S. Office of Personnel Management (OPM) is the lead Federal agency for human resource management. OPM administers a merit system to ensure compliance with personnel laws and regulations and assists Federal agencies in recruiting, examining, training, and promoting people on the basis of their knowledge and skills, regardless of their race, religion, sex, political influence, or other non-merit factors. OPM's role is to provide guidance to Federal agencies in operating human resources programs which effectively support their missions and to provide an array of personnel services to applicants and employees. Further, OPM supports Government program managers in their human resources management responsibilities and provides benefits to employees, retired employees, and their survivors. As a part of the U.S. Office of Personnel Management's (OPM) continuing effort to promote Federal hiring in areas most adversely affected by current economic conditions, OPM is supporting the National Aeronautics and Space Administration (NASA) in its effort to assist aerospace workers impacted by the ending of the Space Shuttle program. In support of this mission, OPM has a need for a facility in Cocoa, Florida to host a Job Fair and Hands-on Training Experience for one-day only during the week of July 25, 2011 - July 29, 2011, depending upon venue availability. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be from date of award through July 30, 2011. Only e-mailed requests for additional information will be accepted at benjamin.delaney@opm.gov. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), June 21, 2011. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Benjamin.Delaney@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
