- It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate for additional licenses and software maintenance renewal services. This notice of intent is not a request for competitive proposals. NIH requires SUDAAN software maintenance to support its mission for basic research. NIH researchers use SUDAAN to analyze clustered data, including complex sample surveys, randomized experiments, and epidemiological studies. SUDAAN is an internationally recognized statistically software package that specializes in providing efficient and accurate analysis of data from studies. SUDAAN provides modeling procedures which include both linear and multinomial-logistic models. SUDAAN fits marginal or population-averaged models using generalized estimating equations (GEE). SUDAAN is the only software package to offer all three popular robust variance estimation methods in its descriptive and modeling procedures: (1) Taylor series linearization (GEE for regression models), (2) Jackknife (with or without user-specified replicate weights), and (3) Balance Repeated Replication (BRR). Currently, all nine of SUDAAN's analytic procedures offer these three methods. Together, these procedures and techniques provide a powerful variety of analytic tools not available in any other commercially-available software product. In addition, a critical feature of SUDAAN is that it is available for a wide variety of computing platforms including PCs under Windows, PCs under Linux, and Sun workstations under Solaris. NIH researchers, especially visiting fellows, must have the tools they have used to develop their science at their disposal, rather than being forced to learn new tools that may not provide the required functionality. RTI has not authorized any other party to provide these software maintenance or technical support (help desk) services. These software licenses are mission-critical basic research. Support for these licenses is absolutely required. RTI is the only source capable of providing this support. Sources having the ability to provide the services described above shall provide clear and comprehensive information supporting their experience, past performance and pricing.
