Synopsis: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES FOR PLANNING PURPOSES ONLY FOR THE U.S. ARMY MEDICAL MATERIEL AGENCY (USAMMA), FORT DETRICK, MARYLAND. SOURCES SOUGHT TITLE: USAMMA X-RAY CALIBRATION & VERIFICATION SYSTEM Organizational Structure: United States Army Medical Research and Materiel Command (USAMRMC), Fort Detrick, Maryland U.S. Army Medical Materiel Agency (USAMMA) X-ray Calibration & Verification System Part A - Background: Pursuant to Federal Acquisition Regulation (FAR) Part 10, this RFI/Sources Sought Notice is issued to determine whether sources of commercial products exist to meet the Essential Characteristics provided below, for the X-ray Calibration and Verification Systems used by the USAMMA in support of our troops. Part B - Essential Characteristics for X-ray Calibration & Verification Systems: (1) The unit shall be a complete system for multiparameter measurements for the following modalities: a.Radiography b.Flouroscopy c.CT d.Dental (2mA minimum measurement) e.Non-invasive kVp f.Invasive mA (2) The unit shall include the following probes: a.Solid-state detectors b.RF detector c.CT d.Light e.Survey detector (high sensitivity) f.mA/mAs (3) The unit shall have an accuracy error of +/- 5% or better. (4) The unit shall have a precision error of +/- 1% or better. (5) The unit shall have a kVp measurement error of +/- 2% or better. (6) The unit shall have an exposure range of 1 R - 9999R or better. (7) The unit shall have minimum exposure rate of 1.1 R/s or better. (8) The cubic volume of the analyzer shall not exceed 30 inches3 with any one dimension not to exceed 8 inches. (9) The weight of the unit shall not exceed 5 pounds. (10) The unit shall be capable of running on 120/240v, 50/60 Hz power. (11) The unit shall include audible and visual alarms for all errors encountered during operation. (12) The unit shall be easy to calibrate. (13) The unit shall be capable of operating in temperatures of 65-95 degrees Fahrenheit. (14) The unit shall have Bluetooth capability or be provided with a standard RS232 serial port or USB port to permit computer interface for transferring data to Government approved computer systems. (15) Manufacturer shall provide either 24/7 telephonic technical support or have the ability to perform remote diagnosis of the unit. (16) One system, as specified, constitutes one unit. (17) Shall meet UL 544, and ANSI/AAMI HF-18 Electrical Safety Standards. All items shall conform to the applicable requirements of nationally recognized standards for the safety of medical equipment of the issue in effect on the date of solicitation. All items shall be approved as conforming to such a standard by an independent, nationally recognized testing laboratory. (18) Minimum length of the cords and cables supplied shall be: a.Cable Type Length b.Line Cord 2.0 meters (6.2 feet) (19) The contractor should have available all accessories necessary for a fully functional system. As a minimum, the following accessories will need to be included: a.Service manual: part number breakdown list, preventive maintenance chart, complete set of schematics and copyright release for the Army only. b.Operator's manual: preventive maintenance chart c.Hardened transport case (20) Shall be able to be repaired and calibrated by qualified Army medical maintenance personnel. (21) The requirement will need,at a minimum, the following support: a.User level training b.Maintenance level training (this training will allow medical maintenance personnel to perform systems analysis, preventive maintenance and technical support when company field representatives are unavailable in areas such as a combat environment)
